<br />48 <br />Regular Meeting June 14, 1999 Page 3 <br /> <br /> <br />Citizen Center into compliance with the American Disabilities Act. He <br />stated they serve hot meals, perform health screening and proyide <br />transportation, and the City has a responsibility to bring this building <br />into compliance. Lupe Carbajal requested funding for downtown sidewalks. <br />He stated downtown will grow and will need to build up, and it is <br />important for downtown to visually look good. He believes the City will <br />see a return for this investment. Jeff Kester requested funding for an <br />engineering study in the amount of $12,000.00 for the next step in <br />renovating the Old First Baptist Church. He stated the asbestos has been <br />removed, some demolition has been done, and a master plan for the project <br />has been funded. He stated the next steps would be an enginering study <br />and some structural renovation. He stated for half a century this <br />building was the center of the black community. Edna Burrows of CARTS <br />requested funds for the Guadalupe Street project. She stated funds were <br />needed to provide a match for TXDOT funding. No one else wished to speak, <br />so Mayor Moore closed the public hearing. <br /> <br />Mayor Moore introduced for consideration a public hearing and approval of <br />an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />CHANGING THE NAME OF PECAN STREET TO REDBUD STREET FROM ITS <br />INTERSECTION WITH PEACH TREE STREET TO ITS TERMINUS EAST OF SESSOM <br />DRIVE; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to~speak. <br />Dianne Wassenich stated the Council recently named another Street Redbud <br />so was curious about this name change. No one else wished to speak, so <br />Mayor Moore closed the public hearing. Mr. Moseley moved for approval of <br />the Ordinance on first reading and Mr. Doiron seconded the motion. Ms. <br />Hughson moved to amend the Ordinance to phange the name of Pecan Tree <br />Street instead of Redbud and Mr. Cox seconded the motion. On roll call of <br />the amendment the following vote was recorded: <br /> <br />AYE: Hughson, Doiron, Moseley, Cox, Hernandez. <br /> <br />NAY: Mihalkanin, Moore. <br /> <br />ABSTAIN: None. <br /> <br />Mr. Mihalkanin stated we already have a "Pecan Street" and now are <br />considering "Pecan Tree Street". He requested seeking the opinion of 9-1- <br />1 prior to second reading. The Council then voted unanimously for <br />approval of the Ordinance on first reading. <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 82, ARTICLE 4, STOPPING, STANDING, PARKING, OF THE <br />SAN MARCOS CITY CODE BY ADDING A PRESUMPTION REGARDING OVERTIME <br />PARKING AND AMENDING PROCEDURES FOR RECLAIMING IMMOBILIZED VEHICLES; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Cox moved for approval of the Ordinance on first reading and Ms. <br />Hughson seconded the motion. Dan Salterelli of the Police Department <br />stated he works in the Downtown area. To release a "hol~ on a vehicle <br />the Police Department will accept money orders only. At 4:00 p.m. each <br />day the boots will be removed and cars will be towed. The Police <br />Department will have a "hold" on each vehicle, which will be released with <br />the payment of a money order. The citizen will then go to the wrecker <br />company to make payment to the wrecker company and get their vehicle. <br />Municipal Court recommended the Police Department not accept checks as a <br />form of payment, as it is not working in Municipal Court. Officer <br />Salterelli stated the computer will notify them if a car is on the "hot <br />list" (past multiple violations that have remained unpaid). The citizen <br />
