To be placed on the "hot list" a citizen would have ignored countless letters. Mr. Hernandez stated the Council needs to also look at towing fees, because to get a vehicle the minimum will be $90.00. Officer Salterelli stated the Parking Committee is reviewing the towing ordinance and fees to update them at this time. Mr. Cox stated the Council has discussed downtown parking for a long period of time, and it is crucial to have enforcement when there is an accumulation of tickets. Mr. Mihalkanin stated the towing ordinance is a separate issue and would like an update where the Parking Committee is in their process. Ms. Hughson requested a copy of the sections of the ordinance that are not being amended. The Police Department will provide a public relations release in the newspaper and at the University and provide a period of time for citizens to pay their tickets before the "hot list" goes into effect. The Council voted unanimously for approval of the Ordinance on first reading. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 2-151, 2-152 AND 2-153 OF THE CITY CODE TO REMOVE SENIOR CITIZENS FROM THE PURVIEW OF THE HUMAN DEVELOPMENT COMMISSION; AMENDING DIVISION 4 OF CHAPTER 2, ARTICLE 3 OF THE CITY CODE TO CHANGE THE "SENIOR CITIZEN FACILITIES ADVISORY BOARD" TO THE "SENIOR CITIZEN ADVISORY BOARD"; AND INCLUDING PROCEDURAL PROVISIONS. Mr. Mihalkanin moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion. Ms. Hughson states she wants to receive advice from the board on facilities as well as programs. Mr. Mihalkanin recommended wording be added to include facilities at the next reading. Ralph Harrell, a member of the Board, stated they have never advised the City on its facilities. Mr. Cobb stated they have not addressed facilities and this board has been used advice on for most senior programs. Ms. Alida Archer stated the only senior facility is the Christian Church, and they have never been asked about that building. She stated if they get a facility they can manage, they could advise on its use. Mr. Mihalkanin stated there should be some communication with the Senior Citizen Advisory Board through staff regarding the Ordinance which empowers them to provide their opinion on senior matters. The Cbuncil voted unanimously for approval of the Ordinance on first reading. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO ESTABLISH A FUND FOR FIREFIGHTER CONTRIBUTIONS AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion, which passed unanimously (Mr. Moseley not present to vote on this matter). Mayor Moore introduced for consideration reconsideration of three Zoning Ordinances. The Council did not wish to reconsider the Ordinances. The captions of the Ordinances read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING LOT 25 OF THE SOUTH END ADDITION LOCATED AT 508 ALABAMA STREET, FROM "M" (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO "R-2" (SINGLE-FAMILY DWELLING DISTRICT [MEDIUM DENSITY]); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
