Regular Meeting June 28, 1999 Page 2 Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO PROVIDE FUNDING FOR A HOUSING AUTHORITY SERVICES COORDINATOR AND FOR THE SOUTHSIDE COMMUNITY CENTER HOMELESS SHELTER AND DECLARING AN EMERGENCY. Mr. Doiron moved for adoption of the Ordinance and Mr. Moseley seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 58 - PUBLIC FACILITIES, PARKS AND RECREATION, OF THE CITY CODE BY ESTABLISHING A CURFEW AND PROHIBITING ACCESS TO THE SPRING LAKE DAM AREA; INCLUDING PROCEDURAL PROVISIONS; PROVIDING FOR PENALTIES AND DECLARING AN EMERGENCY. Mr. Cox moved for adoption of the Ordinance and Mr. Hernandez seconded the motion. Mr. Mihalkanin moved to amend the Ordinance to limit the curfew to 180 days and Mr. Hernandez seconded the motion. The Council discussed shortening the curfew time. Mr. Mihalkanin moved to change his amendment to 90 days and Mr. Hernandez seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Hughson, Moore, Moseley, Cox, Hernandez. NAY: Doiron. ABSTAIN: None. The Council discussed the perimeter of the area which they understood to be dangerous. Mr. Mihalkanin moved to amend the Ordinance to include the deck area of Joe's Crab Shack as part of the curfew area and Ms. Hughson seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Hughson, Doiron. NAY: Moore, Moseley, Cox, Hernandez. ABSTAIN: None. The motion failed. Mr. Doiron moved to table consideration of the Ordinance. There was no second. On roll call for adoption of the Ordinance on emergency, the following vote was recorded: AYE: Mihalkanin, Hughson, Moore, Cox, Hernandez. NAY: Doiron, Moseley. ABSTAIN: None. Mayor Moore introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CHANGING THE NAME OF PECAN STREET TO PECAN TREE STREET FROM PEACH TREE STREET TO SESSOM DRIVE; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE.
