<br />69. <br />Regular Meeting June 28, 1999 Page 2 <br /> <br /> <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO <br />PROVIDE FUNDING FOR A HOUSING AUTHORITY SERVICES COORDINATOR AND FOR <br />THE SOUTHSIDE COMMUNITY CENTER HOMELESS SHELTER AND DECLARING AN <br />EMERGENCY. <br /> <br />Mr. Doiron moved for adoption of the Ordinance and Mr. Moseley seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 58 - PUBLIC FACILITIES, PARKS AND RECREATION, OF THE <br />CITY CODE BY ESTABLISHING A CURFEW AND PROHIBITING ACCESS TO THE <br />SPRING LAKE DAM AREA; INCLUDING PROCEDURAL PROVISIONS; PROVIDING FOR <br />PENALTIES AND DECLARING AN EMERGENCY. <br /> <br />Mr. Cox moved for adoption of the Ordinance and Mr. Hernandez seconded the <br />motion. Mr. Mihalkanin moved to amend the Ordinance to limit the curfew <br />to 180 days and Mr. Hernandez seconded the motion. The Council discussed <br />shortening the curfew time. Mr. Mihalkanin moved to change his amendment <br />to 90 days and Mr. Hernandez seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Moore, Moseley, Cox, Hernandez. <br /> <br />NAY: Doiron. <br /> <br />ABSTAIN: None. <br /> <br />The Council discussed the perimeter of the area which they understood to <br />be dangerous. Mr. Mihalkanin moved to amend the Ordinance to include the <br />deck area of Joe's Crab Shack as part of the curfew area and Ms. Hughson <br />seconded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Doiron. <br /> <br />NAY: Moore, Moseley, Cox, Hernandez. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. Mr. Doiron moved to table consideration of the <br />Ordinance. There was no second. On roll call for adoption of the <br />Ordinance on emergency, the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Moore, Cox, Hernandez. <br /> <br />NAY: Doiron, Moseley. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on <br />second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />CHANGING THE NAME OF PECAN STREET TO PECAN TREE STREET FROM PEACH <br />TREE STREET TO SESSOM DRIVE; PROVIDING FOR PUBLICATION AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />The Council was advised 9-1-1 was opposed to this name change. Mr. Doiron <br />moved for approval of the Ordinance on second reading and to amend the <br />
