Mayor Moore introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider the Ordinance. The caption reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.91 ACRE TRACT OF PROPERTY LOCATED AT 2517 IH35 SOUTH FROM "LI" (LIGHT INDUSTRIAL DISTRICT) TO "C" (COMMERCIAL DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore introduced for consideration approval of minutes of the Regular Meeting held June 14, 1999, approval of four Ordinances on second reading, adoption of two Ordinances on third and final reading, and adoption of twelve Resolutions (includes two Addendum Resolutions) on consensus. The Council removed Items 9.B. (2) and 9.B. (4), approval of Ordinances on second reading, and 9.D. (3), 9.D. (9), 9.D. (10), and 9.D. (12), adoption of Resolutions, to be considered separately. Mr. Doiron moved for approval of the minutes of the Regular Meeting held June 14, 1999, approval of the remaining two Ordinances on second reading, adoption of two Ordinances on third and final reading, and adoption of the remaining eight Resolutions on consensus and Mr. Moseley seconded the motion, which passed unanimously. Ms. Hughson moved to reconsider the consent agenda and Mr. Doiron seconded the motion, which passed unanimously. The Council removed Item 9.C. (1), adoption of an Ordinance on third and final reading, to also be considered separately. The captions of the Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 82, ARTICLE 4, STOPPING, STANDING, PARKING, OF THE SAN MARCOS CITY CODE BY ADDING A PRESUMPTION REGARDING OVERTIME PARKING AND AMENDING PROCEDURES FOR RECLAIMING IMMOBILIZED VEHICLES; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO ESTABLISH A FUND FOR FIREFIGHTER CONTRIBUTIONS; AND DECLARING AN EFFECTIVE DATE. Adoption of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO PROVIDE FUNDING FOR THE MUNICIPAL COURT SOFTWARE UPGRADE AND DECLARING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE QUITCLAIM OF THE CITY'S INTEREST IN A 3,244 SQUARE FOOT ELECTRIC LINE EASEMENT OVER AND ACROSS A PORTION OF INTERCON ADDITION NUMBER ONE; AUTHORIZING THE CITY MANAGER TO EXECUTE A QUITCLAIM DEED; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, RESCINDING THE SALE OF ALL OF LOT 3A, BLOCK 11, D. S. COMBS ADDITION, TO ARTURO MACHADO; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING CERTAIN CITY OFFICIALS TO SIGN CERTAIN BANK SERVICES DOCUMENTS AND TO ACCESS SAFE DEPOSIT BOXES ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE.
