<br />3. <br />Regular Meeting May 24, 1999 Page 3 <br /> <br /> <br />Rocha of East Wood and Elm Street is opposed to this rezoning. She said <br />they now have enough traffic making it hard to get out of the driveway. <br />She has lived here for 30 years. She said someone who is not even from <br />San Marcos wants to change their neighborhood. There are already traffic <br />accidents from all the traffic. Isabel Garcia stated a traffic light <br />would only back up traffic more and another entrance to the property would <br />not help either. Gracie Clark who lives on Mill Street states she now <br />gets litter in her yard from the apartment dwellers and more apartments <br />would mean more litter. She wanted to know where the residents now would <br />be moved to, and many of them have children who would also have to be <br />moved. Rachel Rodriguez stated she does not want more traffic. Jacob <br />Montoya stated he is a family man and lives within 200 feet of this <br />project. He did not understand why they would request MF-4 when it has <br />been so strongly opposed. He stayed in San Marcos for quality of life and <br />does not want this complex in his neighborhood. He has three small <br />children. The area apartments leave litter in his yard and the traffic <br />would increase if the project is allowed to be built. He requested the <br />Council please oppose this. Ralph Gonzales stated the majority of the <br />neighborhood would be affected by this rezoning. The Neighborhood <br />Association was formed to protect neighborhoods, and this neighborhood has <br />stated they do not want this. These residents have nowhere else to live <br />and he asked the Council to not displace them. He stated this is all <br />about money and this community does not want these apartments. Claudia <br />Marlow, a resident of Mill Street, stated no one wants this property <br />rezoned. There is already a density and traffic problem in the area. In <br />response to Mr. Rick Hernandez, Saul Gonzales stated the neighborhood <br />preferred a commercial development to more apartments. Sheila Dilluth of <br />College View Mobile Home Park introduced her sister, Darlene of Mill <br />Street, and stated Dr. Frank Rich had been involved with developing a <br />Master Plan for this community. She stated the residents are trying to <br />hold on to the integrity of the Mill Street Neighborhood. She stated a <br />cowmercial development such as a doctor's office would be preferred to <br />this rezoning and does not think it is suitable for dense residential <br />development. Scott Guthrie opposed this rezoning. Rosemary Davis stated <br />she has been a neighborhood representative for years and hoped the Council <br />had been to this neighborhood to see it. She is concerned for the City if <br />this type growth continues. She stated the Council needs to consider and <br />maintain neighborhoods. She wanted the Council to consider the number of <br />apartments multiplied by the number of students who will reside-in each <br />multiplied by the number of cars driven by the students and stated they do <br />not need this at their back door. Guadalupe Navarro stated she lives at <br />150 Seguin next to the Green Village Apartments. The two-story structure <br />prohibits any breeze and the residents are loud. She hopes the Council <br />will consider these neighbors in reaching a decision. James Imaro is <br />opposed to this rezoning. He stated it will cause more traffic and there <br />are already a lot of traffic accidents. Joe Hesalroad stated he is a <br />Castle Forest Neighborhood representative. He supports the neighbors' <br />stand. He stated the Council needs to revisit the Master Plan and does <br />not believe apartments do much to improve the integrity of a neighborhood. <br />Jamie Rodriguez resides behind this property and hopes to see it <br />developed, but not with apartments. Stephanie Guthrie stated she has <br />friends who live in this neighborhood. There are traffic concerns at all <br />hours. Families with children are waked up during the night who need <br />their rest. She wants to keep the neighborhood as is and is opposed to <br />the rezoning. Ms. Gonzalez stated she lived in this area and the traffic <br />is really bad. No one else wished to speak, so Mayor Moore closed the <br />public hearing. Mr. Hernandez moved to deny the rezoning and Mr. Doiron <br />seconded the motion. Mr. Cox asked Mr. Patterson when the Council would <br />consider the Sector Plan for this area, and Mr. Patterson stated this is <br />in Sector Seven and will be several weeks away. The land use for this <br />area was adopted in 1983. The neighborhood might find more intrusion from <br />apartments than commercial development. Ms. Hughson noted the change from <br />M to MF-2 is not as much of a problem for her as the change from C to MF- <br />4. Her concern is regarding the prohibition of the same zoning case being <br />allowed again within twelve months. She does not want this denial to keep <br />
