<br />Regular Meeting May 24, 1999 Page 5 <br />AYE: Mihalkanin, Hughson, Cox. <br />NAY: Doiron, Moore, Moseley, Hernandez. <br />ABSTAIN: None. <br />The motion failed. Ms. Hughson moved to amend the Resolution to approve <br />the specific use permit for a period of eighteen months and Mr. Doiron <br />seconded the motion. On roll call the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox. <br />NAY: Hernandez. <br />ABSTAIN: None. <br />On roll call for adoption of the Resolution, the following vote was <br />recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Moseley, Hernandez. <br />NAY: Cox. <br />ABSTAIN: None. <br />Mayor Moore introduced for consideration a public hearing and adoption of <br />a Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, GRANTING <br /> A SPECIFIC USE PERMIT TO W. R. AND ~ANCY NELSON FOR A MOBILE HOME AT <br /> 1509 BELVIN STREET; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. <br />Nancy Nelson stated she owns this mobile home. She stated the mobile home <br />failed to meet the required specifications, including a porch, skirting <br />and dirt needed to be hauled in. She wanted to know what the scheduled <br />time frame for completing these items would be. Terry Pacheco stated <br />children live in that home and that it is unsanitary and has electrical <br />wiring problems rendering it unsafe. Edna Engle stated she is åpposed to <br />a permit being granted for this specific use permit. No one else wished <br />to speak, so Mayor Moore closed the public hearing. Mr. Doiron moved to <br />deny the Resolution and Mr. Moseley seconded the motion. Mr. Hernandez <br />moved to amend to allow six months to move the mobile home from this site <br />and Mr. Moseley seconded the motion. On roll call of the amendment the <br />following vote was recorded: <br />AYE: Hughson, Doiron, Moseley, Cox, Hernandez. <br />NAY: Mihalkanin, Moore. <br />ABSTAIN: None. <br />On roll call to deny the Resolution the following vote was recorded: <br />AYE: Hughson, Doiron, Moore, Moseley, Cox, Hernandez. <br />NAY: Mihalkanin. <br />ABSTAIN: None. <br />Mayor Moore introduced for consideration a public hearing and approval of <br />an Ordinance on first reading, the caption which was read as follows: <br />
