<br /> Regular Meeting May 24, 1999 Page 6 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING SECTION 102.029 OF THE CITY CODE BY ADOPTING THE SECTOR FOUR <br /> PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> Ron Patterson reviewed the Sector Four maps with the Council and stated <br /> there is some concern for the transitional area between downtown and IH35. <br /> Sector Four contains two solid neighborhoods. The Council requested a <br /> listing of changes in the Sector Four Plan and a listing of properties <br /> where the land use and zoning are not compatible. Mayor Moore opened the <br /> public hearing and asked if anyone wished to speak. Steven Hernandez <br /> stated he is a resident of Victory Gardens Neighborhood. He expressed <br /> concern that his neighbors may not be aware of changes made to this plan. <br /> The Council suggested he should encourage others to look at the maps in <br /> the Planning Department. He stated he was satisfied with the process. <br /> Dave Flemming stated he echoes what Mr. Hernandez said. Bonnie Flemming <br /> stated the neighbors had a lot of input in the meetings. No one else <br /> wished to speak, so Mayor Moore closed the public hearing. Mr. Cox moved <br /> for approval of the Ordinance on first reading and Mr. Doiron seconded the <br /> motion, which passed unanimously. <br /> Mayor Moore introduced for consideration adoption of an Ordinance on <br /> emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO <br /> PROVIDE FUNDING FOR DRAINAGE AND RIGHT-OF-WAY VEGETATION CONTROL AND <br /> DEBRIS REMOVAL; AND DECLARING AN EMERGENCY. <br /> Ms. Hughson moved for adoption of the Ordinance on emergency and Mr. <br /> Hernandez seconded the motion, which passed unanimously. <br /> Mayor Moore introduced for consideration' approval of an Ordinance on first <br /> reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING SECTION 2.091 OF THE CITY CODE TO SPECIFY THE MONTH IN WHICH <br /> APPOINTMENTS ARE MADE TO THE PLANNING AND ZONING COMMISSION AND THE <br /> MONTH IN WHICH THE APPOINTMENTS TAKE EFFECT; SPECIFYING EDUCATIONAL <br /> QUALIFICATIONS FOR NEWLY APPOINTED MEMBERS OF THE COMMISSION; <br /> PROVIDING FOR PENALTIES; AND INCLUDING PROCEDURAL PROVISIONS. <br /> Ms. Hughson moved for approval of the Ordinance on first reading and Mr. <br /> Moseley seconded the motion. Ms. Hughson expressed interest in allowing <br /> alternates to be appointed and trained to be prepared for service on this <br /> Commission. Mr. Patterson stated staff provides orientation training upon <br /> appointment and the American Planning Association holds annual <br /> conferences. Mayor Moore stated CAPCO is interested in getting back into <br /> providing training. Mr. Doiron stated he is interested in Melanie Howard <br /> providing training on water related issues. Mr. Mihalkanin stated the <br /> board volunteer process needs to reflect the training necessary to prepare <br /> for service on this Commission. Mr. Doiron moved to amend the Ordinance <br /> in Section 2.091(e} to add, " a seminar on land use, environment and <br /> . . <br /> planning issues " and Ms. Hughson seconded the motion. On roll <br /> . . . . , call the following vote was recorded: <br /> AYE: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox. <br /> NAY: Hernandez. <br /> ABSTAIN: None. <br /> On roll call for approval of the Ordinance on first reading, the Council <br /> voted unanimous approval. <br />
