<br />7. <br />Regular Meeting May 24, 1999 Page 7 <br /> <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER CITY CODE SECTION <br />82.067 TO REVISE TRUCK TRAFFIC REGULATIONS FOR A PORTION OF BISHOP <br />STREET; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Cox moved for approval of the Ordinance on first reading and Ms. <br />Hughson seconded the motion. Laura Schneider stated truck traffic on <br />Bishop would cause damage to the roadway. She advised the turn from <br />Bishop onto Hopkins/Hunter is tighter than from RR12 onto Hopkins. A <br />portion of Bishop narrows, there are two blind hills and a dangerous <br />curve. She fears for the safety of those who travel on Bishop and stated <br />there are a number of pedestrians with no sidewalks also. She stated <br />repairs need to be made and rights-of-way cleared before allowing trucks <br />on Bishop and the speed limit must be enforced. Joe Schneider stated he <br />is opposed to this Ordinance. Ronald Haselroad stated there would be <br />loaded trucks on Bishop and we need to get an artery for truck traffic. <br />Bill Haney stated he has a business on Franklin and needs the trucks to be <br />able to get to his business and was advised legitimate deliveries are <br />allowed. Mr. Cox stated if the Ordinance is approved, it should be as a <br />temporary measure. The City needs to extend Wonder World or reconstruct <br />Bishop. Mr. Hernandez thinks enforcement would be difficult. Celestino <br />Mendez stated it would be dangerous, and trucks should not be allowed on <br />Bishop until emergency measures are made. Mr. Cox stated the speed limit <br />should be enforced. Mr. Mihalkanin requested information regarding Bishop <br />Street be on the next agenda. On roll call for approval of the Ordinance, <br />the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Cox. <br /> <br />NAY: Doiron, Moore, Moseley, Hernandez. <br /> <br />ABSTAIN: None. <br /> <br />The motion failed. <br /> <br />Mayor Moore introduced Item 12.A., a discussion regarding the "Amber <br />Plan". The Council was provided a handout in their agenda packets <br />regarding this plan. Larry Sowards of the Police Department advised this <br />is a plan that was implemented in Arlington, Texas where child abductions <br />are publicized immediately so the public can assist in recovery of the <br />child. He stated it is a very viable plan and not a difficult program to <br />implement. The Council also expressed interest in the Helping Hands <br />Program becoming more visible and the children being educated to its <br />value. <br /> <br />Mayor Moore introduced for consideration Item 8.C., approval of an <br />Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO <br />PROVIDE FUNDING FOR THE MUNICIPAL COURT SOFTWARE UPGRADE; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on first reading and Ms. <br />Hughson seconded the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration removal from the table and <br />approval of an Ordinance on second reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ESTABLISHING THE CITY OF SAN MARCOS DRAINAGE UTILITY BY AMENDING <br />
