MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 22, 1999 PRESENT: Mayor Billy G. Health Mark Brinkley Also Present: John Cooper, Marsha Cooper, Murlin Evans, John Navarette, Alfonzo Carmona, Frances Plocek, Melissa Millecam, Collette Duran, Vicki Barker, Amelia Rios, Jim Lux, William Ford, Roger Tatum, Fraye Stokes, Kelly Franks, Phil Neighbors, John Cradit, Randall Morris, Chris North and others. ~ayor Moore called the meeting to order at 7:00 p.m. Mayor Moore introduced a citizen comment period. (1) Jim Lux thanked the City Council, the City and the private sector for their support of the Confederate Air Force Air Show. He stated all the living Flying Tigers were present at the show. Mr. Lux stated 1,600 attended the dinner and dance on Saturday during the Air Show Weekend. He said it was not the biggest air show ever held but was the best air show that has been held. The profits from the air show will be spent locally to maintain the planes. Mr. Lux stated he appreciated the community's support of this event. (2) Sherwood Bishop provided the Council a handout regarding a portion of the Subdivision Ordinance relating to the Edwards Aquifer recharge zone and drainage area. He was supportive of a building moratorium until the Development Ordinances Task Force can complete their work of rewriting the Subdivision Ordinance. Mayor Moore introduced for consideration approval of one appointment to the Economic Development Council. Mr. Hernande¿ moved to appoint Robert Puente to represent the Neighborhood Association, which passed unanimously. Mayor Moore introduced for consideration approval of one appointment to the Drainage Advisory Board. Mr. Moseley requested this appointment be rescheduled at the next meeting. Mayor Moore introduced for consideration approval of an appointment to complete a vacancy on the Central Texas Higher Education Authority. Ms. Hughson moved to appoint Dorothy Evans, which passed unanimously. Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 2.86 ACRE
