<br />RegulaJ:Meeting October 11, 1999 Page 2 <br /> <br /> <br /> <br />Mayor Moore introduced for consideration approval of four appointments to <br />the Library Board. Mayor Moore moved to reappoint John Ferguson (in), <br />appoint Bill Mears (ETJ) and appoint Nikki Hendricks (ETJ), Mr. Doiron <br />moved to appoint Bill DeSoto (in) and Mr. Cox moved to appoint W. Bailey <br />Barton (ETJ). On roll call for the two representatives from outside the <br />City limits, the following vote was recorded: <br /> <br />BARTON: Hughson, Moseley, Cox, Hernandez. <br />MEARS: Mihalkanin, Doiron, Moore, Moseley, Hernandez. <br />HENDRICKS: Mihalkanin, Hughson, Doiron, Moore, Cox. <br /> <br />The Council then voted unanimously for approval of two appointments of <br />members who reside in the City limits: appointment of Bill DeSoto and <br />reappointment of John Ferguson. The four appointments to the Library <br />Board are Bill Mears, Nikki Hendricks, Bill DeSoto and John Ferguson. <br /> <br />Mayor Moore introduced for consideration approval of one appointment to <br />the Planning and Zoning Commission to complete a vacancy. Mr. Mihalkanin <br />moved to appoint Scott Walker (City) and Ms. Hughson moved to appoint Dr. <br />William R. (Randy) Rogers (City). On roll call the following vote was <br />recorded: <br /> <br />WALKER: Mihalkanin. <br /> <br />ROGERS: Hughson, Doiron, Moore, Moseley, Cox, Hernandez. <br /> <br />Mayor Moore introduced for consideration confirmation of the City <br />Manager's appointment to the Civil Service Commission. Mr. Cox moved to <br />confirm Mr. Gilley's reappointment of Rene Ferrer and Mr. Doiron seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration a public hearing and adoption of <br />an Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />INCREASING THE RATE FOR COLLECTION AND DISPOSAL OF RESIDENTIAL SOLID <br />WASTE AND RECYCLABLE MATERIALS; INCLUDING PROCEDURAL PROVISIONS AND <br />DECLARING AN EMERGENCY. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Moore closed the public hearing. Mr. Moseley moved <br />for adoption of the Ordinance on emergency and Mr. Cox seconded the <br />motion. Mr. Hernandez stated he had concerns regarding BFI's performance <br />and wants to discuss this Ordinance in conjunction with the Resolution <br />regarding BFI's contract later in the meeting. Mr. Hernandez then moved <br />to table this matter and Mr. Mihalkanin seconded the motion. On roll call <br />the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Cox, Hernandez. <br /> <br />NAY: Moseley. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 18, ARTICLE 3, FOOD SERVICE ESTABLISHMENTS, OF THE <br />CITY CODE BY ADOPTING THE MOST RECENT TEXAS RULES FOR FOOD OPERATIONS <br />AND REVISING SECTIONS RELATED TO REMEDIES AND APPLICATIONS; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Doiron moved for approval of the Ordinance on first reading and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br />
