(1) Desmond Jones was <br />not present when called upon to speak. (2) Walt Plummer voiced his <br />disapproval of a curfew being established at the Spring Lake Dam and <br />thinks SWT has its own agenda to support what they want. He does not want <br />the City to bend to the will of SWT and stated the Mayor should put the <br />public's trust first or step down. (3) Dave Newman stated he is a <br />citizen, business owner, home owner and voter of San Marcos. He <br />appreciates the City's concern regarding Spring Lake Dam but does not want <br />the City to legislate his safety. He stated he questions the legality of <br />the City's authority to establish a curfew and thinks more is at issue <br />than safety. The area has been closed to citizens for over 120 days. The <br />flood was over a year ago and the dam has not fallen. The Board of <br />Regents have instructed SWT not to spend any money on the dam, and the <br />residents feel there is a conflict of interest. (4) Dan Praver wants the <br />Council to rescind the dam curfew as no data has been provided to prove it <br />is unsafe. Mr. Praver stated a curfew was not established until eight <br />months after the flood, the Legislature did not treat the repairs to the <br />dam as an emergency, SWT has emergency funds they have not used to repair <br />the dam, and SWT has no timetable to repair the dam. (5) Scott Polikov of <br />TND stated he is involved in an application of a POD development of 11 <br />acres to design an outstanding neighborhood. He encouraged the City to <br />work with them to provide incentives. (6) Carol Coughlin stated she is <br />opposed to the City providing $200,000 of economic incentives to TND and <br />wants the City to resist SWT's control of the City's water. (7) Sue <br />Turney stated she represents the Highland Neighborhood Association. She <br />is opposed to a zoning change of TND's plan. She advised the City to wait <br />until the POD is filed before providing incentives. She does not think <br />they need to be subsidized by the infill policy and stated this is not in <br />the preferred growth area. (8) Frank Pakuscewski deferred his time to <br />Scott Polikov who stated the POD development proposes seven units per acre <br />and will add $8-9 million in tax base. There cannot be a guarantee <br />students will not move into the development. This POD will provide <br />affordable housing to San Marcos. <br /> <br />Mayor Moore introduced Agenda Item 10.B., a discussion regarding the Youth <br />Summit/Youth Advisory Commission. Rosie Morris and Craig Corkin advised <br />the Council 3,000 youth attended the Youth Summit. There were 48 booths, <br />prizes were given and entertainment provided. Three hundred youth <br />
