4. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 13, 1999 PRESENT: Mayor Billy G. Moore Mayor Pro-Tem Ed Mihalkanin Council Members Jane Hughson Louis Doiron, Jr. Earl Moseley, Jr. * Joe B. Cox, Jr. Rick Hernandez City Manager Larry Gilley Deputy City Manager Laura Huffman City Secretary Janis K. Womack City Attorney Mark Taylor Director of Planning Ron Patterson Director of Finance Bill White Director of Parks and Recreation Rodney Cobb Also Present: Amelia Rios, John Holtermann, Merlin Evans, John Cooper, Marsha Cooper, Sarah Alvarez, Ray Hernandez, Frances Oliphant, Joe Lucio, Handler Smith, John McBride, Melanie Miller, Phil Neighbors, William Ford, Rodney Gonzales, Joe Castillo, Anita Reyes, Collette Duran, George VonderLippe and others. Mayor Moore called the meeting to order pt 7:00 p.m. Mayor Moore introduced the Citizen comment period. (1) Handler Smith stated the City bought a well site in 1987 on McCarty. The City has an easement across his property (Section 7) for this waterline. Mr. Smith has continued to develop more sections and has tapped into this water. In Section 10 the City wants Mr. Smith to run a parallel line which will be more costly. He requested the Council agendize this matter at their next meeting. (2) Scott Walker stated he lives at 1022 MLK and the speed of traffic needs to be reduced. He suggested the City place 4-way stop signs at Mitchell and MLK and Endicott and MLK. He has discussed this matter with Staff and the Engineering Department has advised him there is not enough traffic to warrant the stop signs. He stated the amount of traffic is not the question; the speed of traffic is the issue. He requested the Council agendize this matter at the next meeting. Mayor Moore introduced for consideration approval of two appointments to the Drainage Advisory Board. Mr. Mihalkanin and Mr. Hernandez did not have nominations to submit and this will be rescheduled for the next meeting. Mayor Moore introduced for consideration approval of one appointment to the San Marcos Electrical Utility (SMEU). The Council did not have a nomination and this will be rescheduled for the next meeting. Mayor Moore introduced for consideration approval of three appointments to the Human Services Advisory Board. Mayor Moore moved to reappoint Marjorie Johnson and reappoint Helen Franks and Mr. Moseley moved to appoint Jonnie Wilson, which passed unanimously. Mayor Moore introduced for consideration approval of three appointments to the Convention and Visitors Bureau. Mayor Moore moved to reappoint Rick Hernandez, Council Member, which passed unanimously. Mr. Mihalkanin stated letters from the Hispanic Chamber and Hotel Industry would be helpful. Ms. Hughson stated she wants the Council to look at the * Mr. Cox not present at this meeting.
