Moore <br /> <br />Mayor Pro-Tem Ed Mihalkanin <br />Council Members Jane Hughson <br />Louis Doiron, Jr. <br />Earl Moseley, Jr. <br />* Joe B. Cox, Jr. <br />Rick Hernandez <br /> <br />City Manager Larry Gilley <br />Deputy City Manager Laura Huffman <br />City Secretary Janis K. Womack <br />City Attorney Mark Taylor <br />Director of Planning Ron Patterson <br />Director of Finance Bill White <br />Director of Parks and Recreation Rodney Cobb <br /> <br />Also Present: Amelia Rios, John Holtermann, Merlin Evans, John Cooper, <br />Marsha Cooper, Sarah Alvarez, Ray Hernandez, Frances Oliphant, Joe Lucio, <br />Handler Smith, John McBride, Melanie Miller, Phil Neighbors, William Ford, <br />Rodney Gonzales, Joe Castillo, Anita Reyes, Collette Duran, George <br />VonderLippe and others. <br /> <br />Mayor Moore called the meeting to order pt 7:00 p.m. <br /> <br />Mayor Moore introduced the Citizen comment period. (1) Handler Smith <br />stated the City bought a well site in 1987 on McCarty. The City has an <br />easement across his property (Section 7) for this waterline. Mr. Smith <br />has continued to develop more sections and has tapped into this water. In <br />Section 10 the City wants Mr. Smith to run a parallel line which will be <br />more costly. He requested the Council agendize this matter at their next <br />meeting. (2) Scott Walker stated he lives at 1022 MLK and the speed of <br />traffic needs to be reduced. He suggested the City place 4-way stop signs <br />at Mitchell and MLK and Endicott and MLK. He has discussed this matter <br />with Staff and the Engineering Department has advised him there is not <br />enough traffic to warrant the stop signs. He stated the amount of traffic <br />is not the question; the speed of traffic is the issue. He requested the <br />Council agendize this matter at the next meeting. <br /> <br />Mayor Moore introduced for consideration approval of two appointments to <br />the Drainage Advisory Board. Mr. Mihalkanin and Mr. Hernandez did not <br />have nominations to submit and this will be rescheduled for the next <br />meeting. <br /> <br />Mayor Moore introduced for consideration approval of one appointment to <br />the San Marcos Electrical Utility (SMEU). The Council did not have a <br />nomination and this will be rescheduled for the next meeting. <br /> <br />Mayor Moore introduced for consideration approval of three appointments to <br />the Human Services Advisory Board. Mayor Moore moved to reappoint <br />Marjorie Johnson and reappoint Helen Franks and Mr. Moseley moved to <br />appoint Jonnie Wilson, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of three appointments to <br />the Convention and Visitors Bureau. Mayor Moore moved to reappoint Rick <br />Hernandez, Council Member, which passed unanimously. Mr. Mihalkanin <br />stated letters from the Hispanic Chamber and Hotel Industry would be <br />helpful. Ms. Hughson stated she wants the Council to look at the <br />* Mr. Cox not present at this meeting. <br />
