33. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 27, 1999 PRESENT: Mayor Billy G. Moore Mayor Pro-Tem Ed Mihalkanin Council Members Jane Hughson Louis Doiron, Jr. Earl Moseley, Jr. * Joe B. Cox, Jr. Rick Hernandez City Manager * Larry Gilley Acting City Manager Ron Patterson And Director of Planning Deputy City Manager * Laura Huffman City Secretary Janis K. Womack City Attorney Mark Taylor Fire Chief Dan O'Leary Police Chief Steve Griffith Director of Public Works George Boeker Also Present: John Boswell, Phil Neighbors, Alice Hinojosa, Mark Minnick, Lisa Dvorak, John Cooper, Marsha Cooper, Donna Doiron, Joe Castillo, Laurie Anderson, Collette Duran, Amelia Rios, Frances Oliphant, Ray Hernandez, Murlin Evans, Melanie Miller, David Chiu, Lupe Carbajal, Celestino Mendez, Handler Smith, Dianne Wassenich, Andrew Gary and others. Mayor Moore called the meeting to order at 7:00 p.m. Mayor Moore introduced the Citizen comment period. Scott Walker of 1022 MLK stated the street is over a mile long and traffic moves too rapidly. He stated the Engineering Department advised him there is not enough traffic on the street to warrant stop signs. He disagrees with that evaluation. Bob Walsh of 1029 MLK agrees with Mr. Scott and stated other neighbors also think the traffic is too fast on MLK. He stated with the paving work being done, he fears MLK will become a highway. He wants stop signs placed to slow traffic down for the safety of children in the neighborhood. Mayor Moore introduced for consideration approval of two appointments to the Drainage Advisory Board. Mr. Mihalkanin moved to appoint Tony Daniels of Sector 2, which passed unanimously. Mr. Hernandez' appointment of a Sector 8 representative will be rescheduled. Mayor Moore introduced for consideration approval of one appointment to the San Marcos Electric Utility Board (SMEU). No nominations were made and this will be rescheduled. Mayor Moore introduced for consideration approval of two appointments to the Convention and Visitors Bureau. Mr. Doiron moved to reappoint Gloria Salazar as the Hispanic Chamber representative, which passed unanimously. Ms. Hughson's appointment of a representative from the Hotel Industry will be rescheduled. Mayor Moore introduced for consideration approval of two appointments to the Human Development Commission. Ms. Hughson moved to appoint Lisa Zapata (City) to complete a vacancy, which passed unanimously. The remaining appointment of a representative from the ETJ will be rescheduled. * Mr. Cox not present at this meeting. Mr. Gilley and Ms. Huffman not present at this meeting.
