Mr. Mihalkanin moved to appoint Danny Ortega (Hispanic Chamber representative), Ms. Hughson moved to appoint John Wade (San Marcos resident), Mr. Doiron moved to reappoint John Ferguson (San Marcos Industrial Foundation), Mayor Moore moved to reappoint Earl Moseley, Jr. (Council Member) and reappoint Louis Doiron, Jr. (Council Member), and Mr. Moseley moved to reappoint Mayor Billy Moore (Mayor and Council Member), which passed unanimously. Messrs. Cox and Hernandez' appointments will be rescheduled (San Marcos Board of Realtors and Neighborhood Association, respectively). Mayor Moore introduced for consideration approval of one appointment to complete a vacancy on the Historic Preservation Commission. Mr. Mihalkanin moved to appoint Clay Walls, Downtown Business Owner, to complete a vacancy, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TABLE OF POLICE OFFICER POSITIONS UNDER CITY CODE SECTION 2.373 TO REINSTITUTE THE POSITION OF CORPORAL; INCLUDING PROCEDURAL PROVISIONS AND DECLARING AN EMERGENCY. Mr. Doiron moved for adoption of the Ordinance on emergency and Mr. Moseley seconded the motion, which passed unanimously. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE CITY CODE TO PROVIDE FOR ANGLE PARKING SPACES ALONG PORTIONS OF EDWARD GARY STREET AND HUTCHISON STREET; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mr. Moseley moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion. The Council directed Mr. Taylor to include amended language at second reading regarding times for parking on N. LBJ to be the same as on Edward Gary as on N. LBJ. The Council voted unanimously for approval of the Ordinance on first reading. Mayor Moore introduced for consideration approval of minutes of the Regular Meeting held September 13, 1999, adoption of five Ordinances on third and final reading, adoption of fourteen Resolutions and approval of payment in the amount of $15,245.43 representing one-half of the personnel costs for the school crossing guards employed by San Marcos Consolidated Independent School District on consensus. The Council removed Items 7.B. (1) and 7.B. (4), adoption of Ordinances on third and final reading, and Items 7.C. (4) and 7.C. (8), adoption of Resolutions, to be considered separately. Mr. Doiron moved for approval of the minutes of the Regular Meeting held September 13, 1999, for adoption of the remaining three Ordinances on third and final reading, for adoption of the remaining twelve Resolutions (Mr. Hernandez abstaining on Items 7.C. [6] and 7.C. [13], disclosure affidavit filed with the City Secretary regarding Mr. Hernandez' brother, Ray Hernandez' employment with the San Marcos Hispanic Chamber of Commerce) and for approval of payment in the amount of $15,245.43 for the school crossing guards on consensus and Ms. Hughson seconded the motion, which passed unanimously.
