Mr. Mihalkanin moved to appoint Danny <br />Ortega (Hispanic Chamber representative), Ms. Hughson moved to appoint <br />John Wade (San Marcos resident), Mr. Doiron moved to reappoint John <br />Ferguson (San Marcos Industrial Foundation), Mayor Moore moved to <br />reappoint Earl Moseley, Jr. (Council Member) and reappoint Louis Doiron, <br />Jr. (Council Member), and Mr. Moseley moved to reappoint Mayor Billy Moore <br />(Mayor and Council Member), which passed unanimously. Messrs. Cox and <br />Hernandez' appointments will be rescheduled (San Marcos Board of Realtors <br />and Neighborhood Association, respectively). <br /> <br />Mayor Moore introduced for consideration approval of one appointment to <br />complete a vacancy on the Historic Preservation Commission. Mr. <br />Mihalkanin moved to appoint Clay Walls, Downtown Business Owner, to <br />complete a vacancy, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TABLE OF POLICE OFFICER POSITIONS UNDER CITY CODE <br />SECTION 2.373 TO REINSTITUTE THE POSITION OF CORPORAL; INCLUDING <br />PROCEDURAL PROVISIONS AND DECLARING AN EMERGENCY. <br /> <br />Mr. Doiron moved for adoption of the Ordinance on emergency and Mr. <br />Moseley seconded the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />CITY CODE TO PROVIDE FOR ANGLE PARKING SPACES ALONG PORTIONS OF <br />EDWARD GARY STREET AND HUTCHISON STREET; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Moseley moved for approval of the Ordinance on first reading and Ms. <br />Hughson seconded the motion. The Council directed Mr. Taylor to include <br />amended language at second reading regarding times for parking on N. LBJ <br />to be the same as on Edward Gary as on N. LBJ. The Council voted <br />unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Moore introduced for consideration approval of minutes of the <br />Regular Meeting held September 13, 1999, adoption of five Ordinances on <br />third and final reading, adoption of fourteen Resolutions and approval of <br />payment in the amount of $15,245.43 representing one-half of the personnel <br />costs for the school crossing guards employed by San Marcos Consolidated <br />Independent School District on consensus. The Council removed Items <br />7.B. (1) and 7.B. (4), adoption of Ordinances on third and final reading, <br />and Items 7.C. (4) and 7.C. (8), adoption of Resolutions, to be considered <br />separately. Mr. Doiron moved for approval of the minutes of the Regular <br />Meeting held September 13, 1999, for adoption of the remaining three <br />Ordinances on third and final reading, for adoption of the remaining <br />twelve Resolutions (Mr. Hernandez abstaining on Items 7.C. [6] and <br />7.C. [13], disclosure affidavit filed with the City Secretary regarding Mr. <br />Hernandez' brother, Ray Hernandez' employment with the San Marcos Hispanic <br />Chamber of Commerce) and for approval of payment in the amount of <br />$15,245.43 for the school crossing guards on consensus and Ms. Hughson <br />seconded the motion, which passed unanimously.
