(4) removed from the <br />consent agenda, adoption of an Ordinance on third and final reading, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ESTABLISHING THE CITY OF SAN MARCOS DRAINAGE UTILITY RATES; AND <br />PROVIDING AN EFFECTIVE DATE. <br /> <br />Mr. Moseley moved for adoption of the Ordinance on third and final reading <br />and Ms. Hughson seconded the motion. Mayor Moore proposed amended <br />language which he stated would encourage people to develop smart and would <br />be equitable for new and existing development. Ms. Hughson suggested the <br />Council leave the Ordinance as is and let the Drainage Utility Board look <br />at any suggestions such as these when hearing cases. The Council then <br />voted unanimously for adoption of the Ordinance on third and final <br />reading. <br /> <br />Mayor Moore introduced for consideration Item 7.C. (4) removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A LICENSE AGREEMENT BETWEEN THE CITY AND REBECCA URRUTIA <br />FOR THE USE OF A PORTION OF BENEFIT STREET FOR THE PURPOSE OF <br />PROVIDING DRIVEWAY ACCESS; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE LICENSE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Hughson moved for adoption of the Resolution and Mr. Hernandez <br />seconded the motion. Ms. Hughson pointed out there have been several <br />similar requests in this area and wants Staff's recommendations on a <br />comprehensive approach. Mr. Patterson agreed and said they would be <br />forthcoming. The Council voted unanimously for adoption of the <br />Resolution. <br /> <br />Mayor Moore introduced for consideration Item 7.C. (8) removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE RESOLUTION AWARDING AN EMERGENCY CONTRACT AWARD FOR THE <br />PURCHASE OF DOMES FOR ODOR CONTROL AT THE WASTEWATER TREATMENT PLANT; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Hughson moved for adoption of the Resolution and Mr. Doiron seconded <br />the motion. This amended Resolution corrects a mistake regarding the <br />vendor. The Council voted unanimously for adoption of the Resolution. <br /> <br />Mayor Moore introduced a discussion regarding legal action against C. R. <br />~Bobbý' Freeman in connection with dedication of stub-out streets in <br />Country Glenn Subdivision. It was consensus of Council to discuss this <br />matter in Executive Session. <br /> <br />Mayor Moore introduced a discussion regarding installation of stop signs <br />on Martin Luther King (MLK) Drive. Staff has previously indicated there <br />is not enough traffic to warrant placing stop signs in a 1996 study. Mr. <br />Hernandez stated there is more involved than an engineering study. He <br />thinks it is good public policy to place stop signs when neighborhoods <br />make the request, and thinks it has been a good decision of the Council to <br />do this in other neighborhoods. He is in favor of the Council directing <br />this to be done. Ms. Hughson is willing to let Engineering recommend the <br />best locations. She thinks they may be needed at Endicott/Dunbar and at <br />the curve. Mr. Doiron stated there are lots of children in the <br />neighborhood and the traffic needs to be slowed down. Mr. Mihalkanin <br />stated MLK at Johnson gets a lot of traffic. Ms. Hughson asked that Mr. <br />Walker get with the neighbors and let them make recommendations where they <br />
