Mayor Moore stated viable alternatives ar~ needed; the <br />neighbors should be consulted for the most effective locatio~s. Mr. <br />Hernandez requested this matter come back to the Council by the last <br />meeting in October. Ms. Hughson asked Engineering to review these <br />recommendations. <br /> <br />Mayor Moore introduced a discussion regarding provision of water service <br />to Willow Creek Estates, Section 10, and direction to Staff on the <br />construction plan review/cost sharing request. It was consensus of <br />Council to discuss this matter in Executive Session. <br /> <br />Mayor Moore introduced the City Manager's Report. Mr. Patterson, Acting <br />City Manager, had no report at this meeting. <br /> <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no <br />report at this meeting. <br /> <br />Mayor Moore introduced the City Council's Report. (1) Mr. Moseley stated <br />the Census 2000 is in need of some financial support for advertising to <br />advise the public of the need for an accurate count. It was consensus of <br />Council the Census 2000 Committee determine what their needs are to <br />properly fund their advertising efforts. (2) Ms. Hughson stated the <br />Council may need to look at the Human Development Commission's functions <br />again and to try to get recommendations from the Commission regarding <br />their role and scope. Carol Coughlin, Chair of the Commission, briefly <br />described what the Commission is considering and stated they will make a <br />presentation in the near future what they are up to. (3) Ms. Hughson <br />stated she wants the Council to look at the composition of the CVB Board <br />in June. (4) Mayor Moore stated he had attended the TARP Meeting in EI <br />Paso. All areas seem to have concerns regarding growth, transportation, <br />affordable housing, 9-1-1 and aging issues. He stated the CAPCO area <br />seemed to be ahead of most other Councils. <br /> <br />Mayor Moore introduced an Executive Session pursuant to Government Code, <br />Section 551.071, to seek the City Attorney's advice regarding pending <br />litigation, contemplated litigation, or other matters (Adult Video, Inc. <br />vs. City of San Marcos; Country Glenn Subdivision [Item 8.A.]; Willow <br />Creek Waterline [Item 8.C.]). Mr. Mihalkanin moved to adjourn into <br />Executive Session at 8:41 p.m. and Mr. Doiron seconded the motioh, which <br />passed unanimously. <br /> <br />Mr. Doiron moved the Council reconvene at 9:41 p.m. and Mr. Hernandez <br />seconded the motion, which passed unanimously. Mayor Moore stated Staff <br />is instructed to file an injunction in regard to the Country Glenn <br />Subdivision matter and to contact Messrs.
