1 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 7, 1999 PRESENT: Mayor Billy G. Moore Mayor Pro-Tern Ed Mihalkanin Council Members Jane Hughson Louis Doiron, Jr. Earl Moseley, Jr. Joe B. Cox, 'Jr. Rick Hernandez City Manager Larry Gilley Deputy City Manager Laura Huffman City Secretary Janis K. Womack City Attorney Mark Taylor Director of Finance Bill White Director of Library Stephanie Langenkamp Director of Planning Ron Patterson Director of Env. Health Mark Brinkley Fire Chief Dan O'Leary Also Present: Rodney Gonzales, Mark Minnick, Amelia Rios, Melanie Miller, George VonderLippe, John McBride, Murlin Evans, Matt Dunda, Dianne Wassenich and others. Mayor Moore called the meeting to order at 7:00 p.m. Mayor Moore introduced a public hearing regarding property tax increase for FY1999-2000. Mayor Moore opened the public hearing and asked if anyone wished to speak. George VonderLippe stated he is a member of the Bond Oversight Committee and they are concerned that the 2.6 cent increase is not solely driven by the bonds passed. He stated there are also property evaluation increases. He reiterated John McBride's request that citizens be advised the status of the bond projects. No one else wished to speak, so Mayor Moore closed the public hearing. Mayor Moore introduced for consideration setting the time and date for a vote on the tax rate increase (proposed date: September 13, 1999 at 7:00 p.m.). Mr. Hernandez moved to set the time and date for September 13, 1999 at 7:00 p.m. and Ms. Hughson seconded the motion, which passed unanimously. Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 58.127 OF THE CITY CODE TO PROVIDE FOR OVERDUE FEES; AND SETTING AND INCREASING THE AMOUNTS OF VARIOUS LIBRARY- RELATED FEES; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Moore closed the public hearing. Ms. Langenkamp advised the Council that of all users of the library, 35% are Hays County residents and 5% are Guadalupe County residents. Mr. Doiron moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion, which passed unanimously.
