Moore <br /> Mayor Pro-Tern Ed Mihalkanin <br /> Council Members Jane Hughson <br /> Louis Doiron, Jr. <br /> Earl Moseley, Jr. <br /> Joe B. Cox, 'Jr. <br /> Rick Hernandez <br /> City Manager Larry Gilley <br /> Deputy City Manager Laura Huffman <br /> City Secretary Janis K. Womack <br /> City Attorney Mark Taylor <br /> Director of Finance Bill White <br /> Director of Library Stephanie Langenkamp <br /> Director of Planning Ron Patterson <br /> Director of Env. Health Mark Brinkley <br /> Fire Chief Dan O'Leary <br /> Also Present: Rodney Gonzales, Mark Minnick, Amelia Rios, Melanie <br /> Miller, George VonderLippe, John McBride, Murlin Evans, Matt Dunda, <br /> Dianne Wassenich and others. <br /> Mayor Moore called the meeting to order at 7:00 p.m. <br /> Mayor Moore introduced a public hearing regarding property tax increase <br /> for FY1999-2000. Mayor Moore opened the public hearing and asked if <br /> anyone wished to speak. George VonderLippe stated he is a member of <br /> the Bond Oversight Committee and they are concerned that the 2.6 cent <br /> increase is not solely driven by the bonds passed. He stated there are <br /> also property evaluation increases. He reiterated John McBride's <br /> request that citizens be advised the status of the bond projects. No <br /> one else wished to speak, so Mayor Moore closed the public hearing. <br /> Mayor Moore introduced for consideration setting the time and date for <br /> a vote on the tax rate increase (proposed date: September 13, 1999 at <br /> 7:00 p.m.). Mr. Hernandez moved to set the time and date for September <br /> 13, 1999 at 7:00 p.m. and Ms. Hughson seconded the motion, which passed <br /> unanimously. <br /> Mayor Moore introduced for consideration a public hearing and approval <br /> of an Ordinance on first reading, the caption which was read as <br /> follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING SECTION 58.127 OF THE CITY CODE TO PROVIDE FOR OVERDUE <br /> FEES; AND SETTING AND INCREASING THE AMOUNTS OF VARIOUS LIBRARY- <br /> RELATED FEES; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br /> PENALTIES. <br /> Mayor Moore opened the public hearing and asked if anyone wished to <br /> speak. No one did, so Mayor Moore closed the public hearing. Ms. <br /> Langenkamp advised the Council that of all users of the library, 35% <br /> are Hays County residents and 5% are Guadalupe County residents. Mr. <br /> Doiron moved for approval of the Ordinance on first reading and Ms. <br /> Hughson seconded the motion, which passed unanimously. <br />
