<br />Mayor Moore introduced for consideration approval of minutes of the
<br />Special Meeting held November 22, 1999, Regular Meeting held November 22,
<br />1999, and Special Meeting held November 29, 1999, adoption of an Ordinance
<br />on third and final reading, and adoption of three Resolutions on
<br />consensus. The Council removed Item 10.C. (2), adoption of a Resolution,
<br />to be considered separately. Mr. Doiron moved for approval of the minutes
<br />of the Special Meeting held November 22, 1999, Regular Meeting held
<br />November 22, 1999, and Special Meeting held November 29, 1999 (Messrs. Cox
<br />and Moseley abstaining), adoption of the Ordinance on third and final
<br />reading and adoption of the two remaining Resolutions on consensus and Mr.
<br />Mihalkanin seconded the motion, which passed unanimously. The captions of
<br />the Ordinance and Resolutions read as follows:

<br />AN ORDINANCE GRANTING A PERMIT AND CONSENT TO PG&E TEXAS PIPELINE,
<br />L.P., ITS SUCCESSORS AND ASSIGNS, TO MAINTAIN, USE AND OPERATE
<br />CERTAIN NATURAL GAS TRANSMISSION PIPELINES ALONG, ACROSS AND UNDER
<br />PUBLIC PROPERTY AND RIGHTS OF WAY IN THE CITY OF SAN MARCOS, TEXAS.
<br />
<br />Adoption of Resolutions:
<br />
<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
<br />APPROVING A LETTER AGREEMENT WITH NORWEST BANK TEXAS N.A. TO EXTEND
<br />THE DEPOSITORY BANKING SERVICES AGREEMENT; AUTHORIZING THE CITY
<br />MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING
<br />AN EFFECTIVE DATE.

<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
<br />APPROVING AMENDMENT NO.1 TO THE A~REEMENT BETWEEN THE CITY, HAYS
<br />COUNTY AND SAN MARCOS/HAYS COUNTY EMERGENCY MEDICAL SERVICES, INC.;
<br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE AMENDMENT ON BEHALF OF
<br />THE CITY; AND DECLARING AN EFFECTIVE DATE.

<br />Mayor Moore introduced Item 10.C. (2) removed from the consensus agenda,
<br />adoption of a Resolution, the caption which was read as follows:
<br />
<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
<br />APPROVING THE TERMS AND CONDITIONS OF AN EARNEST MONEY AGREEMENT AND
<br />AN IMPACT FEE TRANSFER AND REFUNDING AGREEMENT BETWEEN THE CITY AND
<br />RANDALL MORRIS FOR THE CITY'S ACQUISITION OF A NINE ACRE, MORE OR
<br />LESS, TRACT OF PROPERTY NEAR THE WESTOVER ADDITION; AUTHORIZING THE
<br />CITY MANAGER TO EXECUTE THE AGREEMENTS ON BEHALF OF THE CITY AND
<br />DECLARING AN EFFECTIVE DATE.

<br />Mr. Hernandez moved for adoption of the Resolution and Mr. Doiron seconded
<br />the motion. Ms. Hughson moved to amend the Resolution on Page 4 of the
<br />Agreement to strike (2) X and insert survey will be recertified no earlier
<br />than December 7, 1999 at the expense of Buyer and to complete the other
<br />blank in that section "within five days" and Mr. Mihalkanin seconded the
<br />motion, which passed unanimously (Mr. Cox, abstaining, filed a disclosure
<br />affidavit and left the Council Chambers).

<br />Mayor Moore introduced Item 11.C. a discussion regarding a proposed
<br />Regional Mobility Plan. Mr. Neal Kocurek stated he regretted the Council
<br />did not get his written materials, and made them available to the Council
<br />at this time. He stated there are civic workers in the region who are
<br />interested in facilitating a peer review by a transportation firm that
<br />does not build roads and mass transportation. He stated much work has
<br />been done by the Capital Area Metropolitan Planning Organization (CAMPO),
<br />the Capital Metropolitan Transportation Authority (Capital Metro), the
<br />Texas Turnpike Authority (TTA), the Texas Department of Transportation
<br />(TXDOT), Travis, Williamson and Hays Counties and the Cities within the
<br />area. They have begun to visit with authorities to get support for this
<br />review. Senator Barrientos, chair of CAMPO, stated he could support this,
