Kathryn Rich stated her
concern regarding the 97.773 acres requested for annexation from Messrs. Myers and Nichols
working together on this projectand the property is back on the market for sale. Ms. Rich
questioned whether the petition is in effect or voided. Mr. Taylor responded the petition is still
in effect. Mr. Frank Contreras stated he lives at 213 Parker Drive and is concerned that the City
Ordinance is being violated regarding the width of the street. The street has been reduced by
10% and the standard width should be 30 feet. Mr. Contreras believes the environment is being
considered sub-standard and that is not acceptable. He requests that the original width of the
street be re-established and appreciates the Council looking into this matter and would like it to
be fixed. In his conversations with the City, he was given conflicting information why the street
width was shortened.
Mayor Moore introduced a report of the Heritage Association regarding the Charles S. Cock
House Museum. Ms. Frances Stovall stated she and Ms. Helen Van Gundy are the liaison
committee for the Heritage Association to the City of San Marcos. Ms. Stovall gave some
background information about the San Marcos River Walkway of Texas. Nineteen Ninety-Eight
marks 25 years of the River Walk Construction along the banks of the river creating accessible
parkland for the City. In 1973 a grant was received from the American Revolution Bicentennial
Commission that constructed the San Marcos River Walkway of San Marcos, Texas. The
Riverwalk was constructed by hand and paid for by the San Marcos River Foundation, whose
President was Theodora Scrutchin. In 1976 the Bicentennial Commission evolved to the
Heritage Association of San Marcos, which is a non-profit organization that was chartered by
five individuals to encourage the preservation of historic buildings in San Marcos and to continue
the development of the Riverwalk. The Heritage Association was in the forefront of a three year
effort to gain identity for San Marcos as a Main Street City. Main Street was conceived to
revitalize the downtown core of small towns. Since 1975 the Heritage Association has been a
significant arm of tourism in San Marcos and has sponsored the local Historic Tours of old San
*Ms. Womack not present at this meeting.
