129 <br />Regular Meeting October 12, 1998 Page 2 <br />Marcos for more than 20 years bringing statewide media attention to many of our privately <br />restored homes as well as the Historic First United Methodist Church and the Charles S. Cock <br />House. The Heritage Association has spent thousands of dollars through the years in care of the <br />house museum and the money has come from luncheons held in the house , Cottage Kitchen <br />Cookbooks, tour income and membership dues. The 25 year anniversary will take place in <br />December of 1998 with the placing of three permanent bronze signs at locations at the original <br />Riverwalk. Ms. Stovall summarized the report that was given to City Council from the Heritage <br />Association regarding the funds for upkeep of the museum. Bill Booth is the former president <br />and the current president is Hill Rylander. Mr. Booth passed out a Bronze medallion of the <br />Riverwalk which was designed by Jeff Kester. Ms. Stovall thanked Rodney Cobb, the Parks and <br />Recreation Director, for years of cooperation and support. <br />Mayor Moore introduced the report being presented by the Citizens Review Commission from <br />Wayland Endsley, Vice Chair. The Citizens Review Commission consists of seven members and <br />each individual serves a one year term every three years. The commission is chartered to review <br />fifteen permanent boards and commissions of the City to evaluate their effectiveness and to <br />assure they fulfill the public need. Two members visit each board and commission to prepare a <br />final report to the City Council. There have been a few recommended changes to the Council for <br />these boards and commissions. There have been no recommended changes for the Airport <br />Commission, Cemetery Commission, Construction Board of Adjustments and Appeals, San <br />Marcos Electrical Board, San Marcos Electric Utility Board, Ethics Review Commission, <br />Historic Preservation Commission, Library Board, Parks and Recreation Board, Senior Citizens <br />Facilities Advisory Board and Zoning Board of Adjustments and Appeals. The recommended <br />changes are as follows: Human Development Commission, change from monthly scheduled <br />meetings to meeting on an as-needed basis; Human Services Advisory Board, designate a staff <br />liaison from the Finance Department to meet with this board; Main Street Advisory Board, this <br />board has recommended two changes regarding the terms a.) change to increase terms of office <br />from two years to three years and b.) change to Code Section 2.068 to reduce the period of <br />ineligibility for former members from one term to one year; Planning and Zoning Commission, <br />one Citizens Review Commission reviewer recommends no change and the other Citizens <br />Review Commission reviewer recommends that the board membership include a realtor or an <br />attorney to deal with real estate law issues. The Citizens Review Commission would like to <br />thank all staff for their hard work and support. <br />Mayor Moore introduced for consideration one appointment to the Main Street Advisory Board. <br />Mr. Mihalkanin moved to appoint Martha Hopkins, which passed unanimously. <br />Mayor Moore introduced for consideration three appointments to the Library Board. Ms. <br />Hughson moved to reappoint Ruth Jennings (City) and appoint Sharon O'Neil (City), and Mayor <br />Moore moved to appoint Sue Cohen (City), which passed unanimously. <br />Mayor Moore introduced for consideration three appointments to the Planning and Zoning <br />Commission. Ms. Hughson moved to reappoint Ronald Pope, Mayor Moore moved to appoint <br />Carol Grimm, Mr. Doiron moved to appoint Scott Walker, Mr. Cox moved to appoint Robert <br />Thornton, Mr. Mihalkanin moved to appoint Irene Hindson and David Leder, and Mr. Hernandez <br />moved to appoint Gilbert Natal. On roll call the following vote was recorded: <br />Ronald Pope: Moore, Moseley, Cox, Hernandez, Hughson. <br />Carol Grimm: Moore, Hernandez. <br />Scott Walker: Mihalkanin, Doiron. <br />Robert Thornton: Cox, Hughson. <br />Gilbert Natal: Moore, Hernandez. <br />Irene Hindson: Moseley, Cox, Mihalkanin, Hughson, Doiron.
