Mr. Taylor <br />stated there must be four votes. Mr. Hernandez moved to appoint Gilbert Natal, Mr. Cox moved <br />to appoint Robert Thornton, Mr. Doiron moved to appoint Scott Walker, Mr. Mihalkanin moved <br />to appoint David Leder and Mayor Moore moved to appoint Carol Grimm. On roll call the <br />following vote was recorded: <br />Gilbert Natal: Hernandez. <br />Robert Thornton: Cox, Hughson. <br />Scott Walker: None. <br />David Leder: Mihalkanin, Doiron, Moseley. <br />Carol Grimm: Moore. <br />Four votes were not received so Council decided to go with the top nominees, which are David <br />Leder and Robert Thornton. On roll call the following vote was recorded: <br />David Leder: Mihalkanin, Doiron, Moseley. <br />Robert Thornton: Hernandez, Hughson, Moore, Cox. <br />The three Planning and Zoning members are Ronald Pope (City), Irene Hindson (City) and <br />Robert Thornton (City). <br />Mayor Moore introduced for consideration five appointments to the Human Development <br />Commission. Ms. Hughson moved to appoint Carol Coughlin and Mayor Moore moved to <br />appoint John Holtermann, which passed unanimously. The remaining appointments will be <br />rescheduled at the next meeting. <br />Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 94.163(a) OF THE CITY CODE TO CLARIFY THE <br />PROCESS FOR APPEALS UNDER THE SAN MARCOS RIVER CORRIDOR <br />ORDINANCE PROVISIONS; INCLUDING PROCEDURAL PROVISIONS AND <br />PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no <br />speakers so Mayor Moore closed the public hearing. Ms. Hughson moved for approval of the <br />Ordinance on first reading and Mr. Mihalkanin seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration an Ordinance on first reading, the caption which was <br />read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS <br />TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 97.773 <br />ACRES, MORE OR LESS, LOCATED ADJACENT TO THE INTERSECTION OF <br />THE 1200 AND 1300 BLOCKS OF OLD MARTINDALE ROAD; APPROVING A <br />SERVICE PLAN FOR THIS TRACT; PROVIDING FOR PUBLICATION AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Taylor stated Messrs. Nichols and Meyers are no longer partners and they are not interested <br />in annexing this land. The Council may proceed if they so choose. Mr. Hernandez suggested
