Nichols and Meyers to no longer annex this <br />land the Council should proceed with the Ordinance as is. Mr. Hernandez moved for approval of <br />the Ordinance on first reading and Mr. Doiron seconded the motion. Discussion ensued. On roll <br />call the following vote was recorded: <br />AYE: Hernandez, Mihalkanin, Hughson, Doiron, Moore, Cox. <br />NAY: Moseley. <br />ABSTAIN: None. <br />Mayor Moore introduced for consideration an Ordinance on first reading, the caption which was <br />read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING SECTION 2.424 OF THE CITY CODE TO ALLOW PERSONS <br />WHO OWN BUSINESSES THAT SELL GOODS OR SERVICES TO THE CITY TO <br />SERVE ON CITY BOARDS AND COMMISSIONS; AMENDING SECTIONS 2.461 <br />AND 2.462 OF THE CITY CODE TO REQUIRE ANNUAL DISCLOSURE OF <br />RELEVANT INTERESTS IN BUSINESS ENTITIES AND REAL PROPERTY BY <br />BOARD AND COMMISSION MEMBERS; INCLUDING PROCEDURAL <br />PROVISIONS AND PROVIDING FOR PENALTIES. <br />Mr. Moseley moved for approval of the Ordinance on first reading and Ms. Hughson seconded <br />the motion, which passed unanimously. <br />Mayor Moore introduced for consideration an Ordinance on second reading, the caption which <br />was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 34, ENVIRONMENT, OF THE SAN MARCOS <br />CITY CODE BY PROVIDING MUNICIPAL COURT CITATION AUTHORITY TO <br />CITY SANITARIANS, PROVIDING FOR PROPERTY OCCUPANTS TO BE <br />RESPONSIBLE FOR WEEDY LOT AND JUNKED VEHICLE VIOLATIONS, AND <br />CLARIFYING THE DEFINITION OF "JUNKED VEHICLES" AND ACTIONS <br />CONSTITUTING A VIOLATION OF THIS CHAPTER; INCLUDING PROCEDURAL <br />PROVISIONS AND PROVIDING FOR PENALTIES. <br />Ms. Hughson moved for approval of the Ordinance on second reading and Mr. Mihalkanin <br />seconded the motion. Discussion ensued. The Council then voted unanimously for approval of <br />the Ordinance on first reading. <br />Mayor Moore introduced for consideration reconsideration of a Zoning Ordinance. No one <br />wished to reconsider the Ordinance, the caption which reads as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 6.03 ACRE TRACT OF PROPERTY LOCATED IN THE 1300 BLOCK OF <br />WONDER WORLD DRIVE FROM "PD" PRE-DEVELOPMENT DISTRICT TO <br />"LB" LIMITED BUSINESS DISTRICT; INCLUDING PROCEDURAL PROVISIONS; <br />AND PROVIDING FOR PENALTIES. <br />Mayor Moore introduced for consideration the consent agenda including approval of the Minutes <br />of the Regular Meeting held September 28, 1998, approval of three Ordinances on third and final <br />reading, and adoption of four Resolutions on consensus. The Council removed items 10.B.(1), <br />adoption of an Ordinance on third and final reading to be considered following Executive <br />Session see Page #7, 10.C.(1) and 10.C.(2), adoption of Resolutions, to be considered separately. <br />Mr. Mihalkanin moved for approval of the Minutes of the Regular Meeting held September 28,
