Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Doiron seconded the motion. Discussion ensued. On roll call the following vote was recorded: AYE: Hernandez, Mihalkanin, Hughson, Doiron, Moore, Cox. NAY: Moseley. ABSTAIN: None. Mayor Moore introduced for consideration an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING SECTION 2.424 OF THE CITY CODE TO ALLOW PERSONS WHO OWN BUSINESSES THAT SELL GOODS OR SERVICES TO THE CITY TO SERVE ON CITY BOARDS AND COMMISSIONS; AMENDING SECTIONS 2.461 AND 2.462 OF THE CITY CODE TO REQUIRE ANNUAL DISCLOSURE OF RELEVANT INTERESTS IN BUSINESS ENTITIES AND REAL PROPERTY BY BOARD AND COMMISSION MEMBERS; INCLUDING PROCEDURAL PROVISIONS AND PROVIDING FOR PENALTIES. Mr. Moseley moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion, which passed unanimously. Mayor Moore introduced for consideration an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 34, ENVIRONMENT, OF THE SAN MARCOS CITY CODE BY PROVIDING MUNICIPAL COURT CITATION AUTHORITY TO CITY SANITARIANS, PROVIDING FOR PROPERTY OCCUPANTS TO BE RESPONSIBLE FOR WEEDY LOT AND JUNKED VEHICLE VIOLATIONS, AND CLARIFYING THE DEFINITION OF "JUNKED VEHICLES" AND ACTIONS CONSTITUTING A VIOLATION OF THIS CHAPTER; INCLUDING PROCEDURAL PROVISIONS AND PROVIDING FOR PENALTIES. Ms. Hughson moved for approval of the Ordinance on second reading and Mr. Mihalkanin seconded the motion. Discussion ensued. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Moore introduced for consideration reconsideration of a Zoning Ordinance. No one wished to reconsider the Ordinance, the caption which reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 6.03 ACRE TRACT OF PROPERTY LOCATED IN THE 1300 BLOCK OF WONDER WORLD DRIVE FROM "PD" PRE-DEVELOPMENT DISTRICT TO "LB" LIMITED BUSINESS DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore introduced for consideration the consent agenda including approval of the Minutes of the Regular Meeting held September 28, 1998, approval of three Ordinances on third and final reading, and adoption of four Resolutions on consensus. The Council removed items 10.B.(1), adoption of an Ordinance on third and final reading to be considered following Executive Session see Page #7, 10.C.(1) and 10.C.(2), adoption of Resolutions, to be considered separately.
