Tom McNair agreed the greenbelt in the Schulle Canyon <br />area should be protected and hopes the City Council can figure out a way to help them preserve <br />the land. Mike Hennessy explained Schulle Canyon is now a drainage area and cannot stand <br />another multi-family development in Sector Three. He suggested the Council work with the <br />neighbors to address ecological factors and how to best develop this area. Lee Schroeder, <br />recommended the Council be more aggressive in establishing parkland because there is not any <br />in this quadrant. He stated Schulle Canyon was offered to the City at a nominal fee a few years <br />ago. Dr. Randy Rogers stated there is a group of residents who will try to acquire the canyon if <br />the contract does not go through; however, he would like to see the city buy this area as parkland. <br />Mayor Moore introduced for consideration four appointments to the Main Street Advisory Board. <br />Mr. Mihalkanin nominated Nilda Waugh, Dave Waugh and Debbie Ingalsbe, which passed <br />unanimously. Mayor Moore asked to bring back the other appointment to the next meeting. <br />Mayor Moore introduced for consideration one appointment to fill a vacancy on the Historic <br />Preservation Commission. There were no nominations so Mayor Moore asked this be made at <br />the next meeting. <br />Mayor Moore introduced for consideration confirmation of the City Manager's appointment to <br />the Civil Service Commission. Mr. Gilley recommended Rene Ferrer. Mr. Cox moved for <br />approval to confirm the appointment of Rene Ferrer to the Civil Service Commission and Mr. <br />Guerra seconded the motion, which passed unanimously. <br />Mayor Moore introduced receiving the Citizen Review Commission's Report and direction to <br />staff. Mr. Gilley explained the Citizen Review Commission has just began the process of <br />reviewing the Ordinances for the Boards and Commissions. Ms. Hughson asked why the Senior <br />Activities were being given to the Senior Citizens Facilities Advisory Board and not to Parks and <br />Recreation. Mr. Guerra asked why the Minority and Fair Housing Issues were being given to the <br />Ethics Review Commission. Mr. Gilley stated he did not know what the recommendations of the <br />Commission were based on. Mr. Guerra stated he would like to receive a written explanation <br />from the Citizen Review Commission on their recommendations. Ms. Hughson stated she would <br />like to go forward on their recommendation for the Commission for Women and would also like <br />to see their explanation on the other recommendations. This was the consensus of the Council. <br />Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 1.071 ACRE TRACT OF PROPERTY LOCATED AT 2112 IH-35 NORTH FROM <br />"R-1" SINGLE-FAMILY DWELLING DISTRICT (LOW DENSITY) TO "C" <br />COMMERCIAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Allen Holt stated <br />he was available to answer any questions. He stated there is no current plans to develop the <br />property. There were no other speakers so Mayor Moore closed the public hearing.
