B. Deliberation on offers of possible incentives to entities considering locating or • <br />expanding in the San Marcos community. <br />The Executive Session adjourned at 6:50 p.m. on Tuesday, August 4, 2009. <br />4. Reconvene and Consider Action on Item Discussed During Executive Session. <br />The San Marcos City Council reconvened into regular session at 6:53 p.m. on Tuesday, August <br />4, 2009. The City Council gave direction to staff regarding the possible purchase, lease or value <br />of real property and on offers of possible incentives to entities considering locating or expanding <br />in the San Marcos community. <br />5. Invocation <br />Pastor Paul Buntyn, with Abundant Life Christian Church, provided the invocation. <br />6. Pledge of Allegiance <br />The Councilmember Couch led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Scott Moneyhon, 402 Reimer, San Marcos, Texas, stated that as a Christian he is concerned with • <br />the issue of prayer in a public forum and the practice before council meetings. He said our rights <br />are provided by God and assured safe by the U.S. Constitution, which declares that Congress <br />shall make no law prohibiting religion or practice of religion. He noted that our founding fathers <br />sought guidance in the founding of our nation, and it is wise to continue with this. As a Christian <br />citizen, he believes it is our right and duty to make heard our voices and convictions, defending <br />our rights and those of different beliefs, whether they are Jewish, Islamic or atheists. Liberty is <br />the pillar of Christianity. <br />Monica Garcia, 1951 Aquarena Springs, Apt. 5205, San Marcos, Texas, read from a 1934 article <br />about the ACLU leader who stated he was for socialism, and that Communism is a goal. She <br />said this is a far cry from their current quote claiming to be the guardian of individual rights. <br />Referring to the Constitution, she said the treatment of religion is found in two clauses. The <br />establishment clause prohibits preferring one religion over another. She said she is in favor of <br />the proposed resolution, and it is truly up to clergy being contacted. <br />Joshua Norris, 318 El Camino Way, San Marcos, Texas, said that he is representative of the <br />youth in San Marcos. He has grown up here and loves San Marcos. He is going to live here and <br />raise his family here. He said it is a grave mistake to not seek God for guidance. As a city and a <br />nation, we are blessed and the Lord provides guidance to our city. <br />Terry Blackstone, 108 Lauren, Kyle, Texas, stated that prayer is just talking to God, and it is a <br />privilege. It is incredible that we can ask for divine guidance from the one who created the • <br />Milky Way. It is incredible that we can access God through prayer and that He cares for us.
