RESOLUTION NO. 2018-131R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS ESTABLISHING THE SAN MARCOS INNOVATION <br /> DISTRICT; DEFINING THE BOUNDARIES OF THE DISTRICT; <br /> CREATING AND APPOINTING MEMBERS TO A DISTRICT <br /> STAKEHOLDER ADVISORY GROUP; DIRECTING SUCH ADVISORY <br /> GROUP TO ADOPT A GOVERNANCE STRUCTURE, CONDUCT AN <br /> AUDIT OF INNOVATION ECOSYSTEM ASSETS, AND DEVELOP AN <br /> ACTION PLAN; AND DECLARING AN EFFECTIVE DATE. <br /> Whereas: Innovation districts are "geographic areas where leading-edge anchor <br /> institutions and companies cluster and connect with start-ups,business incubators and accelerators. <br /> They are also physically compact, transit-accessible, and technically-wired and offer mixed-use <br /> housing, office, and retail." <br /> Whereas: Cities around the globe have created innovation districts to boost their <br /> competitive advantage in the knowledge-based economy and stimulate job growth and investment <br /> in targeted locations, based on the premise that collaboration and productivity result from <br /> proximity and therefore job creation and innovation can be fostered through the intentional <br /> clustering of businesses,institutions, ideas, and people. <br /> Whereas: Innovation districts also focus on place-making assets and quality of life, with <br /> the intention that the district contain everything that creative thinkers, entrepreneurs, innovators, <br /> students and people of all perspectives and backgrounds need to have a convenient, safe and <br /> engaged urban life. <br /> Whereas the San Marcos Innovation District is intended to embody our shared values: <br /> - Diversity and inclusivity permeate all aspects of our work. <br /> - Culture and history are essential to creating an authentic identity. <br /> - Education provides opportunities for learning and personal growth. <br /> - Innovation is the way we solve problems and create new social and economic value. <br /> - The Public Good drives our decisions about the built environment and the spaces that <br /> make public life possible and vital. <br /> Whereas, the San Marcos Innovation District will represent the hopes and dreams of the <br /> San Marcos, the guiding vision of the San Marcos Innovation District is that it adds unique value <br /> to the city by facilitating the creation of new businesses and jobs, the repurposing of existing <br /> buildings for new economic uses, and the development of vibrant new spaces in which to learn, <br /> live and play. Equally important will be the intangible outcomes of greater diversity,inclusion and <br /> sense of belonging,a pervasive air of creativity, risk taking and innovation and a shared image for <br /> the future of our city and the people who call it home. <br />
