City Council Meeting Minutes August 7,2018 <br /> reconnect fee. He stated payment was not remitted on time for his father's <br /> utility electricity bill. When they called to reconnect he was told there would be <br /> a reconnect fee of$170.00. The grand total he had to pay was$408.71 He was <br /> told he could pay now or wait until the next morning to avoid the after hours <br /> fee. He would like to be reimbursed because he feels this is robbery. <br /> Joseph Weatherly, spoke in support of item 28 on the agenda, the proposed El <br /> Camino Real Multifamily Housing Project. Thank you for your leadership and <br /> this development will expand housing sources for citizens. Approval tonight <br /> will help the developer obtain the financing to make this project possible. <br /> Laura Hughes, provided a handout regarding spay and neutering. This <br /> brochure includes the prices charged for spay and neutering by some of our <br /> local veterinarians. These prices are very high and the income of many of our <br /> citizens will not allow for these services.Many citizens will surrender their pets <br /> instead thinking they will go to a good home and in most instances,this is not <br /> the case. She stated a$15,000 budget item that was cut for these services and <br /> would like to see this included. <br /> Christopher Jones, stated that it is good to be home and wanted to thank <br /> Council for all the time they dedicate. We have an amazing City Council. Mr. <br /> Jones sent an email presentation regarding the "turn". This is the trash that is <br /> left by residents as they move. He not only wants to highlight a problem in the <br /> community but wants to offer some solutions as well, he suggest the following: <br /> 1. Require that Multi-Family Complex with 10 or more residents include at <br /> least three bulk pick-ups in their annual contracts <br /> 2. Prohibit Multi-Family Contracts for complexes with 10 or more residents <br /> from including language that requires all waste to be in the dumpster <br /> 3. Move to a single provider for all multi-family complexes and require bulk <br /> clean up for the entire city during periods when this could occur <br /> Rodrigo Amaya, Spoke of his lack of success in meeting with our City <br /> Manager. There is poor response time to serious issues within our community. <br /> He mentioned the traffic near Casa Maria and if a traffic study was completed. <br /> Mr. Amaya has met with the Assistant City Managers but not getting the <br /> response he wants. He stated that there is selective enforcement for certain <br /> people.He mentioned that the constable that sells food at Cavendar's during <br /> the weekend and no one bothers him, he feels this is dependent on one's <br /> position. <br /> PRESENTATIONS <br /> Coy of San Marcos Page 3 <br />
