Council agreed, but noted the Economic <br /> Development policy does not currently include housing in the policy. Council <br /> had directed staff to make that change in the policy. Upon further thought, <br /> Council determine that it would be better to just place the$200,000 directly <br /> into the Workforce Housing fund and not change the policy regarding use of <br /> the Economic Development Fund. <br /> A motion was made by Council Member Derrick,seconded by Mayor Pro Tern <br /> Prewitt, to approve Resolution 2018-132R, amending the City's Economic <br /> Development Policy and the Policy Regarding Use of the City of San Marcos <br /> Economic Development Supplemental Fund to provide that the Fund may be <br /> used for real property acquisition, land planning,engineering and other <br /> activities associated with the development of Workforce Housing. The motion <br /> failed by the following vote: <br /> For: 0 <br /> Against: 6- Mayor Pro Tern Prewitt, Deputy Mayor Pro Tern Gregson,Council Member Derrick, <br /> Council Member Hughson, Mayor Thomaides and Council Member Mihalkanin <br /> Absent: 1 - Council Member Gonzales <br /> 14. Consider approval of Resolution 2018-133R, approving a contract with Hicks 8 <br /> Company, Inc. for Historic and Cultural Resource Survey Services, for an estimated <br /> amount of $39,500.00; authorizing the City Manager to execute the appropriate <br /> documents on behalf of the City; and declaring an effective date. <br /> 15. Consider approval of Resolution 2018-134R, authorizing the submission of a Texas <br /> HOME Investment Partnerships Program application to the Texas Department of Housing <br /> and Community Affairs for the Homeowner Rehabilitation Assistance Activities Program; <br /> and authorizing the City Manager to act as the City's Executive Officer and authorized <br /> representative in all matters pertaining to the City's participation in the HOME Program; <br /> and declaring an effective date. <br /> 16. Consider approval of Resolution 2018-135R, approving the sale of three surplus police <br /> cars to the newly incorporated City of Oak Ridge, Texas for total value of $15,000.00; <br /> authorizing the City Manager to execute the appropriate documents related to the transfer <br /> of title of the three surplus police cars on behalf of the City; and declaring an effective <br /> date. <br /> 17. Consider approval of Resolution 2018-136R, ratifying the award of a contract to Farrwest <br /> Environmental Supply, Inc. for emergency preparedness 8 safety equipment from the <br /> Texas Local Government Purchasing Cooperative ("HGACBUY" contract #EP11-17) in <br /> the amount of $63,172.00; ratifying the City's execution of the contract documents; and <br /> declaring an effective date. <br /> City of Sen Marcos Page 8 <br />
