City Council Meeting Minutes August 7,2018 <br /> Mr. Kierig provided that the City would continue with the Operating Contract <br /> with CARTS through Phase II,Review and Transition. <br /> Oscar Hairell,Assistant Director of Community Services—Transit, presented <br /> the next steps to becoming a Direct Recipient. <br /> •Request the CAMPO Transportation Policy Board TPB officially recognize <br /> the city as the Direct Recipient for the San Marcos UZA <br /> •Request CANIPO TPB conveys formal concurrence and support of the City's <br /> Direct Recipient status to the TxDOT-PTN. <br /> •Request TxDOT-Public Transportation Division (PTN) convey formal <br /> concurrence and support the City's Direct Recipient status to the Federal <br /> Transit Administration (FTA). <br /> •Following formal concurrence of the City as the Direct Recipient for the San <br /> Marcos UZA,all Federal and State requirements for the Direct Recipient will <br /> become the City's responsibility. <br /> • Initiate Federal and State transit compliance requirements and processes. <br /> •City continues coordinated transit plan Phase II to research the benefits and <br /> challenges of creating an integrated seamless transit partnership between the <br /> city and Texas State University. <br /> •Maintain current transit service and operations with current service provider <br /> until direction on final transaction. <br /> •2019 Five year Transit Strategic Master Plan. Mr. Hairell provided that the <br /> City has received a grant to fund this Master Plan. <br /> Eric Algo,Texas State University, addressed the Council and reiterated their <br /> commitment to the vision of having a good transit system for all of San <br /> Marcos' residents. <br /> The Council provided consensus to move forward. <br /> EXECUTIVE SESSION <br /> 3. Executive Session in accordance with Section §551.087 of the Texas Government Code: <br /> Economic Development - to receive a briefing and deliberate regarding the potential offer <br /> of Economic Development Incentives to Project World Series and Project Duplo. <br /> A motion was made by Council Member Mihalkanin, seconded by Council <br /> Member Hughson,to enter Closed Session at 4:51 p.m. <br /> The motion carried by the following vote: <br /> For: 6- Mayor Pro Tem Prewitt, Deputy Mayor Pro Tern Gregson,Council Member Derrick, <br /> Council Member Hughson, Mayor Thomaides and Council Member Mihalkanin <br /> Against: 0 <br /> Absent: 1 - Council Member Gonzales <br /> City of San Marcos Page <br />
