City Council Meeting Minutes August r,2018 <br /> vehicles as well. <br /> Ms.Klein reviewed what actions have already reduced City of San Marcos <br /> GHG emissions,and also provided the next steps and additional opportunities <br /> for reducing GHG emissions. Ms. Klein mentioned that many more <br /> opportunities for reducing GHG emissions can be found in the San Marcos <br /> Sustainability Plan that was adopted in October 2013: 2.1 Air Quality and <br /> Greenhouse Gases,2.2 Energy Efficiency and Renewables,2.6 Green <br /> Purchasing. <br /> Discussion was held regarding the Mayors Climate Action Plan Initiative. <br /> Discussion was held regarding the Sustainability Plan opportunity rankings. <br /> Discussion was held regarding Council Members sending in their"low hanging <br /> fruit" opportunities so that Staff could bring this back for Council to formally <br /> adopt a Climate Action Plan. <br /> Discussion was held related to having a status on the opportunities, maybe <br /> once a year,and adding the Climate Action Plan as an Appendix C instead of <br /> it being a separately adopted plan. Discussion regarding having the climate <br /> action opportunities included in Land Use Analysis. <br /> Council consensus was to pull the greenhouse gas opportunities and place it in <br /> an Appendix C within the Sustainability Plan,and Staff to provide an update <br /> on where we are. Staff will provide recommendations related to policy changes <br /> that may need to come back to Council. Staff will also provide specific goals <br /> related to San Marcos and those options. <br /> 2. Receive a transit presentation from KA Associates and hold discussion regarding <br /> Federal Transit Administration Direct Recipient status in the San Marcos urbanized area, <br /> and provide direction to the City Manager. <br /> Hugh Kierig, Principal with KA Associates, provided the council with the <br /> presentation related to Direct Recipient <br /> Mr. Keurig provided the Council with a report on transit systems within the <br /> San Marcos area. <br /> They recommended that the City of San Marcos Becomes Federal Transit <br /> Administration (FTA) Direct Recipient(DR). The benefits include: Greater <br /> Direct Involvement of Operation,Provides More Local Autonomy of Services, <br /> Positions The Bus System for Long Term Viability,and Direct City Oversight <br /> May Result in Additional Administrative Costs. <br /> City of San Marcos page 2 <br />
