Regular Meeting December 7, 1998 Page 5 <br />Mr. Mihalkanin moved for adoption of the Resolution and Mr. <br />Cox seconded the motion. Ms. Hughson expressed the need to <br />establish the tasks and time frame. The Council debated <br />whether or'not it was wise to establish the committee and <br />if it was needed. Mr. Mihalkanin moved to amend PART 2 in <br />the second bullet to read, "provide advice to the City <br />Council on the projects," and Ms. Hughson seconded the <br />motion. On roll call the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Cox. <br />NAY: Moore, Moseley, Hernandez. <br />ABSTAIN None. <br />On roll call for adoption of the Resolution, the following <br />vote was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Cox. <br />NAY: Moore, Moseley, Hernandez. <br />Ms. Hughson requested Staff bring the tasks to the Council <br />to consider. <br />Mayor Moore introduced a discussion regarding Browning- <br />Ferris Industries' (BFI) Solid Waste and Recyclable <br />Materials Contract. Mr. Cox stated the Main Street <br />Advisory Board noted the public containers downtown were <br />not being serviced properly. Jack Clements advised BFI was <br />emptying the containers four times a week when they are in <br />San Marcos (Monday, Tuesday, Thursday and Friday). He will <br />be meeting with Kelly Franks and the businesses to get <br />their input regarding what it will take for the service to <br />be satisfactory. They are willing to place more <br />containers, a dumpster or whatever is needed. BFI will be <br />able to provide a full report at the next regular Council <br />Meeting. Linda Rife who is replacing Jack Clements was <br />introduced to the Council and provided a handout regarding <br />collection and recycling. Ms. Rife advised the Council of <br />their community involvement with the Chamber and several <br />organizations. Mr. Mihalkanin suggested they consider <br />joining the Downtown Association. Kyle Hahn gave an update <br />on Green Guy Recycling. They now have a privacy fence, <br />have collected a lot of flood refuse, participated in <br />neighborhood and river cleanups and have received a grant <br />from the State for oil recycling. <br />Mayor Moore introduced a discussion regarding a review of <br />the Development Ordinances. Mr. Mihalkanin stated we are <br />on a growth corridor and it would be prudent to review <br />these Ordinances and need a process to review them. Mr. <br />Patterson stated the City Charter provides for a review of <br />the Subdivision and Zoning Ordinances and amendments are <br />forwarded to the Council as needed. They are presently <br />reviewing the River Corridor Ordinance. Mr. Cox inquired <br />if the City has reviewed anything like the new urbanism, <br />and Mr. Patterson stated they are beginning to have a <br />little interest in this from developers. Mr. Cox stated we <br />need to incorporate this into our Ordinances and thinks <br />this will be a concept that needs to be addressed. Ms. <br />Hughson stated she could see a temporary committee
