b'Regular Meeting December 7, 1998 Page 6 <br />established for this purpose with environmental interest. <br />Mr. Mihalkanin stated the Council has been approached.:with <br />looking at an urbanism concept and he thinks P&Z should be <br />looking at this. He thinks we should be gathering <br />Ordinances from other cities and review our Ordinances <br />regarding historical preservation of downtown and <br />regulating buildings to conform to existing buildings. Ms. <br />Hughson suggested P&Z should look at this before the <br />Council, and think they could use people with expertise to <br />assist. She suggested a Committee with two P&Z Members <br />serving on the Committee be considered. Mr. Doiron agreed <br />and stated we need to set a statement what we want the City <br />to look like and direction with the environment as a focus. <br />Mr. Mihalkanin wants Staff to come back to the Council with <br />suggestions. Mr. Gilley stated he would prepare a plan to <br />bring to the Council and Staff would continue to review the <br />Development Ordinances, and more rapidly in some areas. <br />Mayor Moore introduced a discussion regarding the <br />feasibility of converting LBJ Drive and Guadalupe Streets <br />to two-way operations. The Council discussed options of <br />presenting information and receiving input from the <br />citizens. Mr. Cox suggested Staff work with the Chamber of <br />Commerce and use the affordable housing meeting model for <br />holding two public hearings to inform citizens and allow <br />dialogue, and it was the consensus to proceed with this <br />suggestion. <br />Mayor Moore introduced the City Manager's Report. Mr. <br />Gilley had no report at this meeting. <br />Mayor Moore introduced the City Attorney's Report. Mr. <br />Taylor had no report at this meeting. <br />Mayor Moore introduced the City Council's Report. (1) Mr. <br />Cox requested information regarding the TXDOT time frame on <br />the interstate project, and Mr. Gilley advised he would be <br />meeting with TXDOT later this week. (2) Mr. Cox requested <br />Staff provide a report to Council regarding the Year 2000 <br />issue. Mr. Gilley advised a Staff team is working on this <br />matter, and it involves more than computers and is a <br />community-wide issue. He will provide a report to the <br />Council soon and then periodically thereafter. (3) Mayor <br />Moore stated the National League of Cities Conference was a <br />successful conference. The Economic and Development <br />Steering Committee discussed sprawl, affordable housing, <br />HUD programs, disaster relief, and Federal assistance <br />regarding infrastrature. (4) Mr. Doiron inquired if the <br />Council held meetings to receive Board and Commission <br />updates. Mr. Gilley advised the Citizen Review Commission <br />reviews the Boards every three years and makes <br />recommendations to the Council. Mr. Doiron stated he would <br />be interested in receiving 2-5 minute reports from the <br />Boards. He also stated once or twice a year he would like <br />to have Council Meetings wherein citizens could communicate <br />with the Council. (5) Ms. Hughson suggested the Council <br />have an overall planning meeting in January before the <br />budget process. (6) Ms. Hughson wants a discussion on the <br />next agenda regarding a Downtown Parking Committee. (7) <br />Ms. Hughson commented on the National League of Cities <br />Conference and repeated a quote she heard, "You don't have <br />to move to live in a better neighborhood."
