City Council Meeting Minutes September 18, 2018 <br />For: 7 - Mayor Pro Tem Prawn, Council Member Gonzales, Deputy Mayor Pro Tem <br />Gregson, Council Member Derrick, Council Member Hughson, Mayor Thomaides <br />and Council Member Mihalkanin <br />Against: 0 <br />27. Discuss and consider appointments to vacancies on the following boards/commissions, <br />and provide direction to Staff: <br />a. Convention & Visitor Bureau Board <br />b. San Marcos Youth Commission <br />c. San Marcos Commission on Children and Youth <br />A motion was made by Deputy Mayor Pro Tem Gregson, seconded by Council <br />Member Derrick, to approve the following appointments: <br />Pablo Palomino to serve on the Convention and Visitor Bureau Board <br />Courtney Beal and Catarina Vazquez to serve on the San Marcos Youth <br />Commission <br />Brent Hastings, Mattie Howard, and Dr. Marlene Moriarity to serve on the San <br />Marcos Commission on Children and Youth. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewilt, Council Member Gonzales, Deputy Mayor Pro Tem <br />Gregson, Council Member Derrick, Council Member Hughson, Mayor Thomaides <br />and Council Member Mihalkanin <br />Against: 0 <br />28. Hold discussion regarding modifying the City Code to require any member of the San <br />Marcos City Council to publicly state when they are recusing or abstaining to state their <br />reason between the reading of the agenda item and a motion being made, and provide <br />direction to staff. <br />Council Member Hughson stated that the Mayor, City Manager, City Clerk, <br />and City Attorney should be notified when Council Members have an intent to <br />recuse or abstain from an item. Her request is to require any member of the <br />San Marcos City Council to publicly state when they are recusing or abstaining <br />to state their reason between the reading of the agenda item and prior to a <br />motion being made. <br />Direction: to provide the following language in Section 2.423 (c) 4: requiring <br />prompt disclosure of the interest triggering the recusal, if the person is a <br />member of a city board or commission, to other members of the board or <br />commission, and leave the room in which the board or commission is meeting <br />during the board or commission's discussion of, or voting on, the matter. <br />Direction: to place signed affidavits on the website from the date of adoption <br />erryar San Marcos page 12 <br />
