City Council Meeting Minutes September 18, 2018 <br />sure they may be under staffed, but that is not a good excuse. There are <br />benefits to no kill and this is what the citizens want. <br />Kate Shaw, expressed her appreciation to the City Manager, Staff and the <br />Council for making the Animal Shelter a priority and the increases in the <br />budget is great. This is a big step but a declaration of 90% live outcomes needs <br />to be created. There is concern with funding and what funding needs this may <br />bring up but we should expect the other entities that contribute would be <br />willing to contribute more to see better outcomes. She urged the Council to <br />continue keeping the Shelter front and center. <br />Mario Garza, addressed the Council and thanked the Mayor for putting item <br />#23 on the agenda. Many Cities and States have already recognized this and <br />he thanked the Council for taking a vote on this issue. He stated that this day <br />will start by honoring all of the Indigenous people that were destroyed by <br />Columbus when he started the slave trade. He stated that Columbus never <br />actually set foot in the Americas. The native people were highly developed but <br />were destroyed when the Europeans came. There was an estimate that 100 <br />million Indigenous people were in this country and there are now only 2 <br />million remaining. <br />Jordan Buckley, spoke as the campaign manager for Dr. Jocabed Marquez, <br />who asked him to read the following words, as it is her husband's birthday and <br />they have family in town to celebrate: <br />"Good evening, Council. I wish to contribute my thoughts on two decisions in <br />front of you tonight. First, to convey my gratitude for the prudent step forward <br />in support of the budget consideration that would enable hiring of a full-time <br />vet tech and volunteer coordinator at the Animal Shelter and to extend hours <br />slightly. However, I agree with concern that Saturday is a better day to stay <br />open later it accommodates the schedules of many working people. I'm <br />delighted to learn that Mr. Bert Lumbreras, our City Manager, has been taking <br />meaningful steps toward shelter improvements. Thank you, Mr. Lumbreras. <br />I stand with Fix Hays County & Animal Advocates in calling for a 90% <br />live -outcome rate; enacting immediate documentation and online sharing of <br />animals entering the shelter; low and no cost neuter and spay programs as well <br />as general dedication to the path charted via the widely successful No -Kill <br />Equation. <br />Lastly, I wish to express my enthusiasm for adoption of Indigenous People's <br />city of See Mamas Paye 2 <br />
