City Council Meeting Minutes September 18, 2018 <br />NON -CONSENT AGENDA <br />20. Consider approval of Ordinance 2018-29, on the second of two readings, adopting a <br />Budget in the amount of $229,369,259 for the Fiscal Year beginning October 1, 2018 and <br />ending September 30, 2019; authorizing certain adjustments to the Budget with the <br />approval of the City Manager; approving fiscal year 2018-2019 Capital Improvements <br />Program Projects. <br />A motion was made by Deputy Mayor Pro Tem Gregson, seconded by Council <br />Member Gonzales, to approve Ordinance 2018-29, on the second of two <br />readings. The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Deputy Mayor Pro Tem <br />Gregson, Council Member Demck, Council Member Hughson, Mayor Thomaides <br />and Council Member Mihalkanin <br />Against: 0 <br />21. Consider approval of Ordinance 2018-25, on the second of two readings, setting the Tax <br />Rate for the 2018 Tax Year at 61.39 cents on each $100 of taxable value of real property <br />that is not exempt from taxation; levying taxes for the use and support of the Municipal <br />Government of the City for the fiscal year beginning October 1, 2018, and ending <br />September 30, 2019; providing a sinking fund for the retirement of the bonded debt of the <br />city; including procedural provisions; and providing an effective date. <br />Mayor Thomaides made a motion that The Property Tax Rate be increased by <br />the adoption of a Tax Rate of 61.39 cents per hundred, which is effectively a <br />3.9 percent increase in the Tax Rate. This was seconded by Deputy Mayor Pro <br />Tem Gregson. The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Deputy Mayor Pro Tem <br />Gregson, Council Member Demck, Council Member Hughsoo, Mayor Thomaides <br />and Council Member Mihalkanin <br />Against: 0 <br />22. Consider approval of Ordinance 2018-37, on the second of two readings, amending <br />Chapter 2, Article 5, Code Of Ethics, of the San Marcos City Code; adding a new division <br />4- Campaign Finances; setting a limit of $500 on individual contributions to candidates <br />for Mayor or City Council per election cycle; setting aggregate limits on contributions to <br />candidates for the office of Mayor and Council Member; ordaining other matters related <br />to the foregoing; and providing an effective date. <br />Motion to Amend: a motion was made by Council Member Hughson, <br />seconded by Council Member Gonzales to amend Ordinance 2018-37 by <br />inserting subsection (h) into Section 2.423: A person, business entity, or <br />association from whom the official has received a campaign contribution in an <br />amount exceeding $300.00.
