Scott Polikov, with Gateway Planning Group, said the reason to implement form-based codes is <br />to: 1) implement the downtown master plan to achieve that vision; 2) attract high quality, • <br />pedestrian-oriented mixed use development; 3) improve the predictability of development <br />outcomes; 4) to protect public and private investment (existing and future); 5) and to leverage <br />public investment by attracting private investment. <br />The City Council directed staff to proceed with the form-based code. <br />4. Executive Session <br />In accordance with the Texas Government Code §551.071-Consultation with Attorney, and <br />§551.087-Deliberation Regarding Economic Development Negotiation, the San Marcos City <br />Council convened into Executive Session at 6:44 p.m. on Tuesday, August 18, 2009 in order to <br />continue discussing matters pertaining to: <br />A. To receive legal advice regarding the lease of real property at the airport. <br />B. Deliberation on offers of possible incentives to entities considering locating or <br />expanding in the San Marcos community. <br />The Executive Session adjourned at 6:53 p.m. on Tuesday, August 18, 2009. <br />5. Reconvene and Consider Action on Item Discussed Durin Executive Session <br />The San Marcos City Council reconvened into regular session at 6:53 p.m. on Tuesday, August . <br />18, 2009. The City Council gave direction to staff regarding the possible lease of real property at <br />the airport. <br />6. Invocation <br />Reverend Gary Smith, with Christ the Redeemer Church, provided the invocation. <br />7. Pledge of Allegiance <br />The Councilmember Terry led the assembly in the Pledge of Allegiance. <br />8. Citizen Comments <br />David Knipp, 914 W. San Antonio, San Marcos, Texas, reported that he is the new owner of a <br />pedi-cab company in San Marcos operating at the outlet malls. He is eager to bring this service <br />to downtown to cart people around. He currently operates in Austin, operated in Washington, <br />DC during the inauguration and has also provided his service at the Super Bowl.
