Consider adoption of Resolution 2009-106R, supporting emission reduction actions to <br />assist in clean air efforts and to maintain the region's designation as "attainment" in <br />regards to ground level ozone standards; and declaring an effective date. <br />21. Consider the appointment of Councilmember Fred A. Terry to the CAPCOG General <br />Assembly. <br />22. Ratify Mayor's appointments to the Mayors' Community Redevelopment Task Force <br />for the IH-35 Corridor. <br />Items 12 and 15 were pulled from the Consent Agenda. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Couch, the City Council voted seven (7) for and none (0) opposed, with Mayor Narvaiz <br />abstaining from item 18, to approve the Consent Agenda, less item(s) 12 and 15. The motion <br />carried. <br />(12)MOTION: Upon a motion made by Councilmember Couch and a second by <br />Councilmember Thomaides, the City Council voted six (6) for and one (1) opposed, with <br />Councilmember Bose voting against, to adopt Ordinance 2009-47, as previously captioned. The <br />motion carried. <br />(15)MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Couch, the City Council voted six (6) for and one (1) opposed, with Mayor Narvaiz voting <br />against, to adopt Resolution 101R, amended to award the contract to American Maid with a bid <br />of $304,844.28. The motion carried. The following individuals spoke on this item: <br />Rose Brooks, 308 Magnolia, San Marcos, Texas, mother of Michele Burleson, owner of <br />American Maid, said it is her birthday and she has lived here 76 years and has an interest in San <br />Marcos. She wants to see the money stay in San Marcos. They have worked hard in this city, <br />hire local people and care about our city. They have a personal interest in the city and in these <br />buildings. When her daughter had the contract before, she was young, but now she is <br />knowledgeable and has a hard-working husband and family. Her daughter is a minority three <br />ways; she is a woman, black and young. <br />Holly Wood, 300 S. Stagecoach Trail 43302, San Marcos, Texas, shared a comment she had <br />made to the Mayor: Support local business, and practice what you preach. If they meet all the <br />qualifications, then it is a no brainer. This is a local company that pays taxes, hires 15 local <br />people, and support local businesses. When a local company meets the qualifications, there <br />should be no question. Why would we want our money to go to Austin, Lockhart, Seguin, or <br />New Braunfels?
