He stated there are 58 potential <br />building sites in Dunbar Neighborhood and thirty residents would be <br />affected by this parkway. Mr. McBride stated their proposal would <br />offer the residents larger homes, tax breaks, green space and not <br />move them from the neighborhood. Mr. Moseley stated most people who <br />have lived a long time in a place do not want to be relocated <br />regardless of the amenities that might be offered. Mr. Mihalkanin <br />stated he supported this discussion being on this agenda. He stated <br />some residents have stated they do not want to move from their <br />neighborhood, yet no City employee has yet presented a proposal to <br />them. The Bond Committee could not make any offers as it is not in <br />their purview to do so. He has not yet stated he is in favor of a <br />parkway but is in favor of Staff presenting a proposal to the <br />neighborhood. Ms. Hughson stated she shares Mr. Walker's concerns <br />but a route solution is needed. She stated traffic will look for <br />other routes through neighborhoods off Hopkins, including MLK, if <br />this is not resolved. Mr. Cox stated this is not ready to go to the <br />polls but needs to be taken to the neighborhood and discussed in a <br />nonadversarial manner. Mayor Moore stated what appears to be what <br />would work for the neighborhood is to remain at status quo. Mr. <br />Mihalkanin stated Staff needs to present both proposals. It was <br />consensus of four Council Members, Messrs. Doiron, Hernandez, <br />Moseley and Mayor Moore that the City not pursue discussions with <br />the neighborhoods on either proposal. <br />Mayor Moore introduced Item 10.C., a discussion regarding an - <br />extension of wonder World. Mr. Mihalkanin was interested in placing <br />design work on a ballot in November, 1998 and then seeing if Texas <br />Department of Transportation would agree to construct the extension. <br />He would be willing to look at funding the construction at a future <br />election if TDOT does not. Mr. Gilley advised Staff has begun the <br />process to develop a petition to get on the Commission's agenda. <br />Funding sources are being looked at. TDOT's primary interest is <br />mobility and second, budgeting. They are interested in getting the <br />most from each project they can, and this may not be an easy or <br />quick process. Mr. Hernandez stated he is willing to put $1.5 <br />million on the ballot in November for right-of-way and then look for <br />the rest of the project. Ms. Hughson wants to put right-of-way on <br />the November ballot and construction costs on a future ballot if we <br />need to. Mr. Cox stated he wants to put the right-of-way costs on <br />the November ballot and work with TDOT. He would consider putting <br />construction costs on the City's May ballot or using Certificates of <br />obligation for construction costs. Ms. Hughson stated she does not <br />think stages will hold up this project. Messrs. Doiron and Moseley <br />agree with Ms. Hughson. Mr. Mihalkanin stated some envision this to <br />be a truck route and if designed as such, would have limited access; <br />and if developed commercially will have many cuts. Mr. McBride <br />expressed concern for holding up the project waiting for the <br />involvement of TDOT. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.22 ACRE TRACT OF PROPERTY LOCATED IN THE 1300 BLOCK OF <br />BISHOP STREET, FROM "R-1" (SINGLE-FAMILY DWELLING DISTRICT [LOW <br />DENSITY]) TO "DP-1" (TWO-FAMILY DWELLING DISTRICT [LOW <br />DENSITY]); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. Curt Morrison stated he wants this property rezoned to <br />duplex. There are only two lots across from this that are not <br />rentals. He said there were no complaints before Planning and <br />Zoning regarding rezoning. No one else wished to speak, and Mayor <br />Moore closed the public hearing. Mr. Taylor advised the Council the <br />Planning and Zoning Commission denied this rezoning, and it will <br />take six votes of approval of Council to overturn that decision. <br />Mr. Hernandez moved for adoption of the Zoning Ordinance and Mr. <br />Moseley seconded the motion.
