143 <br />Regular Meeting July 13, 1998 Page 4 <br />AYE: Moore, Hernandez. <br />NAY: Mihalkanin, Hughson, Doiron, Moseley, Cox. <br />ABSTAIN: None. <br />The motion failed. <br />Mayor Moore introduced for consideration adoption of an ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1997-98 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE CENTERPOINT TRANSMISSION <br />MAIN PROJECT; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Cox moved for adoption of the Ordinance on emergency and Mr. <br />Moseley seconded the motion, which passed unanimously (Mr. Hernandez <br />left the meeting at this time - 8:50 p.m.). <br />Mayor Moore introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 2.044(C) OF THE CITY CODE TO PROVIDE <br />THAT DISCUSSION ITEMS FOR CITY COUNCIL MEETINGS OR WORKSHOPS <br />MAY BE REQUESTED BY TWO COUNCIL MEMBERS; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Ms. Hughson moved for approval of the ordinance on first reading and <br />Mr. Mihalkanin seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1997-98 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE PROJECTS RECOMMENDED IN <br />THE WASTEWATER MASTER PLAN; AND DECLARING AN EFFECTIVE DATE. <br />Ms. Hughson moved for approval of the Ordinance on first reading and <br />Mr. Doiron seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration reconsideration of two <br />Zoning Ordinances. The Council did not wish to reconsider the <br />Ordinances. The captions read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.19 ACRE TRACT OF PROPERTY LOCATED AT 714 PEQUES STREET, <br />FROM "P" (PUBLIC AND INSTITUTIONAL DISTRICT) TO 'IMF-211 <br />(MULTI-FAMILY DISTRICT [MEDIUM DENSITY]); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP <br />4.56 ACRE TRACT OF PROPERTY LOCATED IN <br />STAGECOACH TRAIL AS "ZL" (ZERO LOT LINE <br />[MEDIUM DENSITY]); INCLUDING PROCEDURAL <br />PROVIDING FOR PENALTIES. <br />CITY OF SAN MARCOS, <br />OF THE CITY BY ZONING A <br />PHE 400 BLOCK OF <br />DWELLING DISTRICT <br />PROVISIONS; AND <br />Mayor Moore introduced for consideration approval of minutes of the <br />Regular Meeting held June 22, 1998, adoption of an Ordinance on <br />third and final reading, and adoption of seven Resolutions on <br />consensus. The Council removed Items 9.C.(1), (2), (3), (4) and <br />(7), adoption of Resolutions, to be considered separately. Mr. <br />Mihalkanin moved for approval of the minutes of the Regular Meeting <br />held June 22, 1998, adoption of the ordinance on third and final <br />reading, and adoption of the remaining two Resolutions on consensus <br />and Mr. Doiron seconded the motion, which passed unanimously. The <br />captions of the Ordinance and Resolutions read as follows:
