144 <br />Regular Meeting <br />July 13, 1998 <br />Page 5 <br />Adoption of Ordinance on third and final reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION <br />82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF MULTI-WAY <br />STOP SIGNS AT THE INTERSECTIONS OF COLUMBIA AVENUE AND ADVANCE <br />STREET AND COLUMBIA AVENUE AND HAZELTON STREET; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Adoption of Resolutions: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING AN ANNUAL CONTRACT TO SEVERN-TRENT <br />ENVIRONMENTAL LABORATORY, INC. FOR ANALYTICAL SERVICES FOR THE <br />WASTEWATER TREATMENT PLANT; AUTHORIZING THE PURCHASING MANAGER <br />TO EXECUTE CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING A CONSTRUCTION CONTRACT FOR THE CENTERPOINT <br />TRANSMISSION MAIN PROJECT TO CAPITAL CITY UTILITIES; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT DOCUMENTS <br />ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br />Mayor Moore introduced for consideration Item 9.C.(1) removed from <br />the consensus agenda, adoption of a Resolution, (Addendum replaced <br />9.C.[11) the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN INTERLOCAL <br />AGREEMENT BETWEEN THE CITY AND THE SOUTH HAYS COUNTY EMERGENCY <br />SERVICES DISTRICT #3 FOR THE PROVISION OF TEMPORARY FIRE <br />PROTECTION SERVICES TO THE DISTRICT; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />Ms. Hughson moved for adoption of the Resolution and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration Item 9.C.(2) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SUPPORTING THE FORMATION OF THE SAN ANTONIO-AUSTIN <br />CORRIDOR COMMUTER RAIL FACILITATION COMMITTEE (CRFC) AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Mihalkanin moved for adoption of the Resolution and to amend <br />Part 2 to add "Billy Moore" as the City's representative and "Joe B. <br />Cox, Jr." as the voting alternate and Mr. Moseley seconded the <br />motion. Ms. Hughson moved to amend Recital 1. to delete "urgent" <br />public necessity and Recital 3. on the second line to delete a <br />"comma" between the words "Marcos" and "and", and Mr. Cox seconded <br />the motion. On roll call of the amendment, the following vote was <br />recorded: <br />AYE: Hughson, Doiron, Moseley, Cox. <br />NAY: Mihalkanin, Moore. <br />ABSTAIN: None. <br />The Council then voted unanimously for adoption of the Resolution. <br />Mayor Moore introduced for consideration Item 9.C.(3) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AN AGREEMENT BETWEEN THE CITY AND HEARN <br />ENGINEERING, INC. FOR PROFESSIONAL SERVICES IN CONNECTION WITH
