On roll call for <br />approval of Ms. Hughson and Mr. Doiron, the following vote was recorded: <br />AYE: Mihalkanin, Moore, Moseley, Cox, Hernandez. <br />ABSTAIN: Hughson, Doiron. <br />Mayor Moore introduced for consideration approval of four appointments to the Cemetery <br />Commission. Mayor Moore stated Mr. Kohut's term has expired and he would like to be <br />considered for reappointment. Mayor Moore moved to appoint Ken Kohut and Joe Culver, <br />and Mr. Cox moved to appoint Kay Burton, which passed unanimously. The Council will <br />consider the remaining appointment at its next meeting. <br />Mayor Moore introduced for consideration approval of one appointment to the Community <br />Action Board of Directors. Mr. Moseley moved to appoint Jonnie Wilson. The motion <br />passed unanimously. <br />Mayor Moore introduced for consideration a public hearing to receive citizen comment <br />regarding the use of 1998 Community Development Block Grant Allocation in the amount <br />of $699,000.00. Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. Ms. Gwen Smith representing the Greater San Marcos Senior Association stated <br />it has been five years since the City received the Old Christian Church Building, and they <br />are readyto make this historical building a useful addition to the community, and stated <br />this is also an ethical obligation to carry out the wishes of Mr. Price who donated it to the <br />City. Ms. Hughson stated there had been talk of the Senior Citizens raising money with <br />which to work on this building and wanted to know the status. Ms. Smith stated this was <br />still in their plans although she did not have the details of that. Mr. Doiron stated in going <br />through the documents concerning Mr. Price's gift to the City, the building was to extend <br />the senior citizens and youth programming. Mr. Ralph Harrel stated the seniors needed <br />a place to gather for friendship and the need to request these funds was for renovation. <br />Mr. Harrel stated they needed the lease before asking the community for funding. Mr. Cox <br />stated he wanted to inform the citizens that there have been a series of public hearings <br />already held regarding these monies. Ms. Melody Weise stated she and several people <br />had requested $200,000 to preserve Schulle Canyon. Ms. Weise stated this money falls <br />under the emergency clause and that the community needs to acquire and preserve the <br />Canyon. Mr. Craig McFall stated Ms. Weise and he have various views for preservation <br />of Schulle Canyon and felt there were more urgent needs in the community for affordable <br />housing and parks that are not near Schulle Canyon. Mr. McFall stated he would also like <br />to support the Senior program. Mr. McFall stated in the past not all the funds are used in <br />its entirety and if there was a way to find funds to support Schulle Canyon preservation it <br />could be used to obtain emergency acquisition of preservation of greenbelt. Ms. Stacey <br />Wilson stated these two requests had amounts of $200,000 and $25,000 and there were <br />other general requests, such as housing and sidewalks There were no additional speakers <br />so Mayor Moore closed the public hearing. Ms. Hughson stated she would like a summary <br />of requests and would like to look at last year's summaries. <br />Mayor Moore introduced for consideration a public hearing and adoption of a Zoning <br />Ordinance, the caption of which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF <br />THE CITY BY REZONING A 0.15 ACRE TRACT OF PROPERTY <br />LOCATED AT 316 HERNDON STREET FROM "M" SINGLE-FAMILY, <br />DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT TO "MR" <br />MOBILE HOME AND RESIDENTIAL DISTRICT; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Ms. Ollie <br />Giles requested protection of the neighborhood. Ms. Giles stated she is a representative
