Ms. Giles stated she was requesting the Council deny the zoning request <br />because she does not want any mobile homes in this neighborhood. Ms. Brooks stated <br />she was a representative of Jackson Chapel Church and she would like for this <br />neighborhood to remain residential. There were no other speakers so Mayor Moore <br />closed the public hearing. Mr. Barrientos stated at this time his mobile home is in the <br />Redwood Subdivision and they have to pay rent. Mr. Barrientos stated because of a fixed <br />income and disability he wants to place the mobile home on the lot he owns. Mr. <br />Hernandez stated the Council had approved some changes on Shady Lane and asked <br />when that had happened. Mr. Ed Theriot stated Mr. Perkins placed a mobile home on <br />Shady Lane on a partial rezoning. Mayor Moore informed the Council a protest petition <br />had been turned in and the motion needed 6 votes for approval of the Council. Ms. Giles <br />stated she does not want a mobile home in a residential neighborhood. Discussion <br />ensued. Mr. Moseley stated why was this issue not raised on Shady Lane as it is raised <br />with this one. Ms. Giles stated because it was not a mobile home, it was a manufactured <br />home and those homes were grandfathered. Mr. Doiron moved for adoption of the <br />Zoning Ordinance and Mr. Moseley seconded the motion. The following vote was <br />recorded: <br />AYE: Hernandez, Doiron, Moore. <br />NAY: Mihalkanin, Hughson, Moseley, Cox. <br />Motion failed. <br />Mayor Moore introduced for consideration adoption of an Ordinance on first reading, the <br />caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER <br />MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS <br />CITY CODE BY THE ADDITION OF MULTI-WAY STOP SIGNS AT <br />THE INTERSECTIONS OF COLUMBIA AVENUE AND ADVANCE <br />STREET AND COLUMBIA AVENUE AND HAZELTON STREET; <br />INCLUDING PROCEDURAL PROVISIONS AND PROVIDING FOR <br />PENALTIES. <br />Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Mihalkanin <br />seconded the motion. Ms. Hughson stated she had gone by there a couple of times and <br />noticed there were several stops signs already. Ms. Hughson asked if studies were <br />conducted on the existing signs. Ms. Glesener stated when Columbia and Dartmouth <br />Streets were not paved seven years ago the City came in to pave the streets and all the <br />stop signs were rotated from where they were originally. Ms. Glesener stated Columbia <br />and Dartmouth Streets were without stop signs and the only places where there are stop <br />signs are the places where there are intersections. Ms. Glesener stated to her knowledge <br />there were no studies done. Ms. Glesener stated the traffic count in the current study <br />seemed too high for a residential area with no cross streets. Mr. Jenkins stated it was not <br />common for these streets to have such very high numbers. Mr. Jenkins stated it also <br />depends on development and destination on the other streets and stated these counts are <br />low compared to other areas. Ms. Hughson stated the petition requests the Council <br />address the issue of traffic control and speeding on Columbia and Dartmouth and the <br />adjoining streets and does not actually mention they want stop signs at the particular <br />locations. Ms. Glesener stated traffic is an issue of concern in the neighborhood. Mr. Gilley <br />stated the staff addresses speed with enforcement. Mr. Cox stated the Council has <br />authority to place stop signs even without warrant studies. Chief Griffith stated there is <br />continuing enforcement in this area. Mr. Hernandez stated he thanked Ms. Glesener for <br />her work and stated the Council needed to go ahead and approve the stop signs and see <br />if this will help. Mr. Moseley asked if speed bumps would help as they do on San Antonio. <br />Ms. Glesener stated she was open to any suggestions the Council is willing to make and
