1-05 <br />Regular Meeting <br />June 22, 1998 <br />Page 2 <br />Mayor Moore introduced for consideration approval of one appointment <br />to complete a vacancy of a Council Member on the Economic <br />Development Commission. Mayor Moore moved to appoint Ed Mihalkanin. <br />On roll call the following vote was recorded: <br />AYE: Hughson, Doiron, Moore, Moseley, Cox, Hernandez. <br />NAY: None. <br />ABSTAIN: Mihalkanin. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.76 ACRE TRACT OF PROPERTY LOCATED AT 317 BLANCO STREET, <br />FROM "P" (PUBLIC AND INSTITUTIONAL DISTRICT) TO 11TH-2" <br />(TOWNHOUSE DISTRICT [MEDIUM DENSITY]); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. Dale Grayson asked the Council to approve his request. No <br />one else wished to speak, so Mayor Moore closed the public hearing. <br />The Planning and Zoning Commission denied this zoning change, and it <br />will require 3/4 vote of approval of the Council to overturn that <br />decision. Mr. Moseley moved for adoption of the Zoning Ordinance <br />and Mr. Mihalkanin seconded the motion. On roll call the following <br />vote was recorded: <br />AYE: Mihalkanin, Doiron, Moore, Moseley, Hernandez. <br />NAY: Hughson, Cox. <br />ABSTAIN: None. <br />The motion failed (needed six votes to be approved). <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP <br />4.56 ACRE TRACT OF PROPERTY LOCATED IN <br />STAGECOACH TRAIL AS "ZL" (ZERO LOT LINE <br />[MEDIUM DENSITY]); INCLUDING PROCEDURAL <br />PROVIDING FOR PENALTIES. <br />CITY OF SAN MARCOS, <br />OF THE CITY BY ZONING A <br />rHE 400 BLOCK OF <br />DWELLING DISTRICT <br />PROVISIONS; AND <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. No one wished to speak, so Mayor Moore closed the public <br />hearing. Mr. Hernandez moved for adoption of the Zoning Ordinance <br />and Mr. Cox seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,. <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.25 ACRE TRACT OF PROPERTY LOCATED AT 1114 MARSHALL STREET, <br />FROM 1IR-1" (SINGLE-FAMILY DWELLING DISTRICT (LOW DENSITY]) TO <br />"MR" (MOBILE HOME AND RESIDENTIAL DISTRICT); INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. Jose Rodriguez stated he wants to place a mobile home on his <br />property as his primary residence. No one else wished to speak, so <br />Mayor Moore closed the public hearing. The Planning and Zoning <br />Commission denied this zoning request, so it will require six votes <br />of approval to overturn the decision of the Planning and Zoning
