1-05 Regular Meeting June 22, 1998 Page 2 Mayor Moore introduced for consideration approval of one appointment to complete a vacancy of a Council Member on the Economic Development Commission. Mayor Moore moved to appoint Ed Mihalkanin. On roll call the following vote was recorded: AYE: Hughson, Doiron, Moore, Moseley, Cox, Hernandez. NAY: None. ABSTAIN: Mihalkanin. Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.76 ACRE TRACT OF PROPERTY LOCATED AT 317 BLANCO STREET, FROM "P" (PUBLIC AND INSTITUTIONAL DISTRICT) TO 11TH-2" (TOWNHOUSE DISTRICT [MEDIUM DENSITY]); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore opened the public hearing and asked if anyone wished to speak. Dale Grayson asked the Council to approve his request. No one else wished to speak, so Mayor Moore closed the public hearing. The Planning and Zoning Commission denied this zoning change, and it will require 3/4 vote of approval of the Council to overturn that decision. Mr. Moseley moved for adoption of the Zoning Ordinance and Mr. Mihalkanin seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Doiron, Moore, Moseley, Hernandez. NAY: Hughson, Cox. ABSTAIN: None. The motion failed (needed six votes to be approved). Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE TEXAS, AMENDING THE OFFICIAL ZONING MAP 4.56 ACRE TRACT OF PROPERTY LOCATED IN STAGECOACH TRAIL AS "ZL" (ZERO LOT LINE [MEDIUM DENSITY]); INCLUDING PROCEDURAL PROVIDING FOR PENALTIES. CITY OF SAN MARCOS, OF THE CITY BY ZONING A rHE 400 BLOCK OF DWELLING DISTRICT PROVISIONS; AND Mayor Moore opened the public hearing and asked if anyone wished to speak. No one wished to speak, so Mayor Moore closed the public hearing. Mr. Hernandez moved for adoption of the Zoning Ordinance and Mr. Cox seconded the motion, which passed unanimously. TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.25 ACRE TRACT OF PROPERTY LOCATED AT 1114 MARSHALL STREET, FROM 1IR-1" (SINGLE-FAMILY DWELLING DISTRICT (LOW DENSITY]) TO "MR" (MOBILE HOME AND RESIDENTIAL DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore opened the public hearing and asked if anyone wished to speak. Jose Rodriguez stated he wants to place a mobile home on his property as his primary residence. No one else wished to speak, so Mayor Moore closed the public hearing. The Planning and Zoning Commission denied this zoning request, so it will require six votes of approval to overturn the decision of the Planning and Zoning
