Mr. Hernandez moved for <br />denial of the Zoning Ordinance and Ms. Hughson seconded the motion. <br />On roll call the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Cox, Hernandez. <br />NAY: Moseley. <br />ABSTAIN: None. <br />This Zoning Ordinance was denied. Mr. Patterson advised the Council <br />the Planning and Zoning Commission is looking into the area of <br />affordable housing to make future recommendations to the City <br />Council. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.19 ACRE TRACT OF PROPERTY LOCATED AT 714 PEQUES STREET, <br />FROM "P" (PUBLIC AND INSTITUTIONAL DISTRICT) TO "MF-2" <br />(MULTI-FAMILY DISTRICT [MEDIUM DENSITY]); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. Richard Keene who owns the property was present to answer <br />any questions and advised he thinks this would be an appropriate <br />change. No one else wished to speak, so Mayor Moore closed the <br />public hearing. Mr. Doiron moved for adoption of the Zoning <br />Ordinance and Ms. Hughson seconded the motion, which passed <br />unanimously. <br />Mayor Moore introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, NOMINATING A CANDIDATE TO FILL AN UNEXPIRED TERM ON THE <br />BOARD OF DIRECTORS OF THE HAYS COUNTY APPRAISAL DISTRICT; <br />DIRECTING THE MAYOR TO SUBMIT THE NAME OF THE NOMINEE TO THE <br />CHIEF APPRAISER OF THE HAYS COUNTY APPRAISAL DISTRICT; AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Mihalkanin moved for adoption of the Resolution and Ms. Hughson <br />seconded the motion. Mr. Hernandez moved to amend the Resolution to <br />add the name of Rick Hernandez as the nomination and Mr. Cox <br />seconded the motion, which passed unanimously. The Council then <br />voted unanimously for adoption of the Resolution. <br />Mayor Moore introduced for consideration approval of the minutes of <br />the Regular Meeting held June 8, 1998, approval of an Ordinance on <br />second reading and adoption of thirteen Resolutions on consensus. <br />The Council removed Items 6.C.(1), (6), (10), (11), (12) and (13), <br />adoption of Resolutions, to be considered separately. Mr. Hernandez <br />moved for approval of the minutes of the Regular Meeting held June <br />8, 1998, approval of the Ordinance on second reading and adoption of <br />the remaining seven Resolutions on consensus and Mr. Moseley <br />seconded the motion, which passed unanimously (Mr. Mihalkanin <br />abstaining to Item 6.C.[31). The captions of the Ordinance and <br />Resolutions read as follows: <br />Approval of Ordinance on second reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION <br />82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF MULTI-WAY <br />STOP SIGNS AT THE INTERSECTIONS OF COLUMBIA AVENUE AND ADVANCE <br />STREET AND COLUMBIA AVENUE AND HAZELTON STREET; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
