Taylor <br /> Municipal Court Judge Ross Allegro <br /> Director of Planning and Developmental Services Ron Patterson <br /> Director of Human Resources Carolyn Liner <br /> Director of Public Works George Boeker <br /> Director of Finance Bill White <br /> Director of Parks and Recreation Rodney Cobb <br /> Director of Engineering Stephen Jenkins <br /> Fire Chief Dan O'Leary <br /> Police Chief Stephen Griffith <br />Also Present: Kim Doherty, Collette Duran, Melissa Millecam, Kelly Franks, Mario Gutierrez, <br />Matt Dunda, Frances Po1cek, Susan Narvaiz, David Leder, Joe Castillo, Steven Hernandez, <br />Charles Meeks, Garland Warren, Leland Wood, John and Marsha Cooper, Phil Neighbors, Earl <br />Moseley and others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. Leland Wood, Flying W <br />Wrecker Service, stated the wrecker service is a necessary and competitive business and he has <br />concerns with regulating the fee charges. He requested the City Council table that item until J.D. <br />Edwards has completed the parking study. Charles Meeks stated he would speak on the towing <br />ordinance later in the meeting. Ollie Giles, suggested a Blue Ribbon Committee be formed and <br />stated it is obvious there is a problem with downtown parking, and the City should meet with <br />Southwest Texas State University to solve the problem instead of paying $16,000 for an <br />evaluation assessment. She suggested buying property and building a garage. <br />Mayor Moore introduced for consideration a board appointment to fill a vacancy on the Historic <br />Preservation Commission. Mr. Cox moved to appoint Johnnie Armstead and Mayor Moore <br />moved to appoint Laura Payne. On roll call the following vote was recorded: <br />Johnnie Armstead: Hughson, Hart, Guerra, Cox, Hernandez. <br />Laura Payne: Mihalkanin, Moore. <br />Mayor Moore introduced for consideration a board appointment for the San Marcos Electrical <br />Board. There were no appointments. Mr. Patterson stated there was a problem with <br />appointments due to the requirements of the Master Electricians. Mr. Guerra moved to table the <br />item until the Ordinance can be reviewed and Mr. Cox seconded the motion, which passed <br />unanimously. <br />Mayor Moore introduced for consideration three appointments to the Senior Citizens Advisory <br />Board. Mayor Moore moved to reappoint William Logan, Sue Cephas and Rosie Smith, which <br />passed unanimously. <br />
