41 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCil., OF THE CITY OF SAN MARCOS, TEXAS, MARCH 16,1998 PRESENT: Mayor Billy G. Moore Mayor Pro-Tem Ronald K. Taylor Municipal Court Judge Ross Allegro Director of Planning and Developmental Services Ron Patterson Director of Human Resources Carolyn Liner Director of Public Works George Boeker Director of Finance Bill White Director of Parks and Recreation Rodney Cobb Director of Engineering Stephen Jenkins Fire Chief Dan O'Leary Police Chief Stephen Griffith Also Present: Kim Doherty, Collette Duran, Melissa Millecam, Kelly Franks, Mario Gutierrez, Matt Dunda, Frances Po1cek, Susan Narvaiz, David Leder, Joe Castillo, Steven Hernandez, Charles Meeks, Garland Warren, Leland Wood, John and Marsha Cooper, Phil Neighbors, Earl Moseley and others. Mayor Moore called the meeting to order at 7:30 p.m. Mayor Moore introduced the ten-minute citizen comment period. Leland Wood, Flying W Wrecker Service, stated the wrecker service is a necessary and competitive business and he has concerns with regulating the fee charges. He requested the City Council table that item until J.D. Edwards has completed the parking study. Charles Meeks stated he would speak on the towing ordinance later in the meeting. Ollie Giles, suggested a Blue Ribbon Committee be formed and stated it is obvious there is a problem with downtown parking, and the City should meet with Southwest Texas State University to solve the problem instead of paying $16,000 for an evaluation assessment. She suggested buying property and building a garage. Mayor Moore introduced for consideration a board appointment to fill a vacancy on the Historic Preservation Commission. Mr. Cox moved to appoint Johnnie Armstead and Mayor Moore moved to appoint Laura Payne. On roll call the following vote was recorded: Johnnie Armstead: Hughson, Hart, Guerra, Cox, Hernandez. Laura Payne: Mihalkanin, Moore. Mayor Moore introduced for consideration a board appointment for the San Marcos Electrical Board. There were no appointments. Mr. Patterson stated there was a problem with appointments due to the requirements of the Master Electricians. Mr. Guerra moved to table the item until the Ordinance can be reviewed and Mr. Cox seconded the motion, which passed unanimously. Mayor Moore introduced for consideration three appointments to the Senior Citizens Advisory Board. Mayor Moore moved to reappoint William Logan, Sue Cephas and Rosie Smith, which passed unanimously.
