<br />44 <br />Regular Meeting March 16, 1998 Page 4 <br />PROVIDING FOR PENALTIES. <br />Mr. Guerra requested the Council consider Item 10, J.D. Edwards Parking Evaluation at this <br />point on the agenda. He recommended the City receive a third out of town objective party, for <br />the traffic situation and receive information from a source who can put together a fair objective <br />recommendation for Council to consider regarding the problem in the downtown area. Mr. <br />Guerra stated if there is support for the study and Item 11.A., the Resolution agreement letter, <br />then there may be a need for delay on Items. 9.A. and 9.B. Council agreed. <br />Mayor Moore introduced for consideration Item 10, approval of use of General Fund contingency <br />funds in the amount of $16,100.00 to fund a downtown parking and traffic evaluation contract <br />with J.D. Edwards. Mr. Guerra moved for approval ofthe funds and Mr. Cox seconded the <br />motion. Ms. Hughson stated she agreed with Ollie Giles and the City should do a Request For <br />Proposal without using this study and someone from out of State with travel expenses. Viola <br />Stillman, Downtown Association, stated they would contribute $500.00 to the study. Mr. <br />Mihalkanin stated another downtown person was wilJing to contribute $500.00 for the study. <br />Ms. Hughson stated before the City pays for the study she would like to know what the <br />downtown businesses do for their employees to park. Ms. Stillman said she would begin that <br />survey. Mr. Mihalkanin stated All-Right Parking in San Antonio did an informal survey and <br />thought San Marcos was too small to sustain a parking garage. J.D. Edwards has published <br />articles stating downtowns are an important source of revenue. Mr. Mihalkanin thinks we should <br />proceed with the idea. Mr. Cox stated this is a longstanding community problem and feels it is <br />time to proceed with finding a solution. Mr. Hart stated there has been previous studies done and <br />he feels the City should use SWT to help resolve the problem. Mr. Gilley stated the City has <br />many resources to develop information and has identified there is a problem and is looking for a <br />solution. Ms. Franks stated J.D. Edwards comes highly recommended and suggests the Cities <br />return to two-way traffic downtown. On roll call the following vote was recorded: <br />AYE: Mihalkanin, Moore, Guerra, Cox. <br />NAY: Hughson, Hart, Hernandez. <br />ABSTAIN: None. <br />Motion passes. <br />Mayor Moore introduced for consideration Item 11.A. adoption of a Resolution, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCil., OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AN AGREEMENT BETWEEN THE CITY AND JOHN D. <br />EDWARDS, P.E., FOR CONSULTING SERVICES IN CONNECTION WITH A <br />DOWNTOWN PARKING MANAGEMENT AND TRAFFIC STUDY; AUTHORIZING <br />THE CITY ~ANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE <br />CITY AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerra moved for adoption of the Resolution and Mr. Mihalkanin seconded the motion.
