Womack <br />Mark Taylor <br />Ross Allegro <br />Ron Patterson <br />George Boeker <br />Jack Doughty <br />Dan O'Leary <br />Steve Jenkins <br />Rodney Cobb <br />Also Present: Susan Narvaiz, Melissa Millecam, Kim Doherty, <br />Sarah Alvarez, Robert Mooney, Phil Neighbors, John Cooper, <br />Marsha Cooper, David Marsh, Diane Wassenich, Peter Brown, John <br />Navarette, Larry Dupont, Mike Trejo, Chris North, Frances Emory, <br />Fraye Stokes, George VonderLippe, Rob Robinson, William Ford, <br />Randall Morris, John McBride and others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the citizen comment period. Robert <br />Mooney, representing the Executive Board of the Neighborhood <br />Associations, stated they want an oversight committee appointed <br />to see the bond committee's recommendations for the bond <br />issuance are fulfilled. Chris North of the San Marcos Greenbelt <br />Alliance is also in favor of an oversight committee being <br />appointed. Brad Gunn, General Manager for Prime Group, <br />expressed concern for the Tanger advertising agreement and <br />stated guidelines are needed to ensure accuracy of the ads. <br />Jessica Snider who signed up to speak gave her time to Chris <br />North. Chris North stated the San Marcos Greenbelt Alliance has <br />been accepted by the National Parks Service Rivers and Trails <br />Program. She thanked the Council for their efforts to save <br />Schulle Canyon. She expressed concern for the runoff caused by <br />additional population of the area. She stated there is a need <br />to strengthen our Ordinances regarding the Edwards Aquifer to <br />the standards of the State. She wants an Edwards Ordinance <br />Review Committee so San Marcos will protect its valuable <br />resources, the springs and river. Robert Mooney stated he <br />endorses what the Greenbelt Alliance wants. <br />Mayor Moore introduced for consideration approval of three <br />appointments to the Human Development Commission. Mr. Cox moved <br />to appoint Bibb Underwood, which passed unanimously. The <br />remaining two appointments will be rescheduled.
