208 <br />Regular Meeting November 23, 1998 <br />Page 2 <br />Mayor Moore introduced for consideration approval of one <br />appointment to complete a vacancy on the Airport Commission. <br />Ms. Hughson moved to appoint Jim Tidwell (City), which passed <br />unanimously. <br />Mayor Moore introduced for consideration approval of seven <br />appointments to the Arts Commission. Five members must reside <br />in the City limits and two may reside outside the City. Ms. <br />Hughson moved to appoint Florence Doddington (out), Mr. Doiron <br />moved to appoint Bert Flanagan (out), Mayor Moore moved to <br />appoint Dr. Arlis Hiebert (in), Mr. Moseley moved to appoint <br />David Flemming (in), and Mr. Cox moved to appoint Sterling <br />Rogers (out). On roll call for the appointments inside the City <br />limits, the Council voted unanimously for the appointments of <br />Dr. Arlis Hiebert and David Flemming. On roll call for the <br />appointment of two members outside the City limits, the <br />following vote was recorded: <br />FLANAGAN: Mihalkanin, Doiron, Moore, Moseley. <br />ROGERS: Hughson, Cox, Hernandez. <br />DOddINGTON: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox, <br />Hernandez. <br />Four members were appointed to the Arts Commission: Dr. Arlis <br />Hiebert (in), David Flemming (in), Bert Flanagan (out) and <br />Florence Doddington (out). The remaining three appointments <br />will be rescheduled. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY <br />REZONING LOT 17 OF THE SOUTHEND ADDITION LOCATED IN THE 300 <br />BLOCK OF RAILROAD STREET, FROM "M" (SINGLE-FAMILY, DUPLEX <br />AND NEIGHBORHOOD BUSINESS DISTRICT) TO "R-2" (SINGLE-FAMILY <br />RESIDENTIAL DISTRICT [MEDIUM DENSITY]); INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Moore closed the public hearing. <br />Ms. Hughson moved for adoption of the Zoning Ordinance and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE ACTIVITY CENTER <br />RENOVATIONS AND EXPANSION PROJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Cox moved for approval of the Ordinance on first reading and <br />Mr. Hernandez seconded the motion. Mr. Cobb advised the Council <br />they want to purchase weight lifting equipment that will be used <br />for toning. Ms. Hughson wanted the weight lifting equipment <br />deleted and wants sliding doors at the Activity Center. The <br />Council will decide on the weight equipment soon. Mr. Gilley <br />stated there will be automated doors. The Council voted <br />unanimously for approval of the Ordinance on first reading.
