Regular Meeting November 23, 1998 Page 3 Mayor Moore introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOMINATING CANDIDATES AND SEEKING ENDORSEMENT BY THE TEXAS MUNICIPAL LEAGUE FOR COMMITTEES OF THE NATIONAL LEAGUE OF CITIES; AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for adoption of the Resolution and to amend PART 1 to nominate Billy G. Moore to the Community and Economic Development Steering Committee and Joe Cox to the Energy, Environment and Natural Resources Steering Committee and Mr. Mihalkanin seconded the motion, which passed unanimously. Mayor Moore introduced for consideration approval of minutes of the Regular Meeting held November 9, 1998, approval of an Ordinance on second reading, adoption of two Ordinances on third and final reading, adoption of eight Resolutions and approval of request to bid City-owned property, Lots 14, 15 and a portion of Lots 11, 12 and 13 of Millview Addition, located at the corner of Aquarena Springs Drive and Thorpe Lane. The Council removed Items 8.D.(1), 8.D.(2), 8.D.(4), 8.D.(5), 8.D.(7) and 8.D.(8), adoption of Resolutions, to be considered separately. Mr. Mihalkanin moved to approve the minutes of the Regular Meeting; held November 9, 1998, to approve the Ordinance on second reading, to adopt the two Ordinances on third and final reading, to adopt the remaining two Resolutions and for approval of request to bid the City-owned property described above on consensus and Mr. Doiron seconded the motion, which passed unanimously (Ms. Hughson and Mr. Hernandez voting Nay and Mr. Doiron abstaining to Item 8.B., approval of Ordinance on second reading). The captions of the Ordinances and Resolutions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO PROVIDE FUNDING FOR THE ADVERTISING PROGRAM WITH TANGER OUTLET CENTER; AND DECLARING AN EFFECTIVE DATE. (Ms. Hughson and Mr. Hernandez voting Nay and Mr. Doiron abstaining on the preceding Ordinance). Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.041 OF THE CITY CODE TO PROVIDE FOR CITY COUNCIL MEETINGS TO BEGIN AT 7:00 P.M.; AMENDING SECTION 2.043 TO PROVIDE FOR APPROVAL OF RULES OF PROCEDURE FOR COUNCIL MEETINGS BY RESOLUTION; AND INCLUDING PROCEDURAL PROVISIONS. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE 2, FAIR HOUSING, OF CHAPTER 46, HUMAN RELATIONS, OF THE CITY CODE TO UPDATE THE CITY'S FAIR HOUSING REGULATIONS; INCLUDING PROCEDURAL PROVISIONS; PROVIDING FOR PENALTIES; AND DECLARING AN EFFECTIVE DATE. 209 Adoption of Resolutions:
