No <br />nominations were made, and these appointments will be <br />rescheduled at the next meeting. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of an Ordinance on emergency, the caption which was <br />read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, TEMPORARILY DECREASING WATER RATES ESTABLISHED UNDER <br />SECTION 86.231 OF THE SAN MARCOS CITY CODE; INCLUDING <br />PROCEDURAL PROVISIONS; PROVIDING FOR PENALTIES; AND <br />DECLARING AN EMERGENCY. <br />Mayor Moore opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Moore closed the public hearing. <br />Mr. Mihalkanin moved for adoption of the Ordinance on emergency <br />and Mr. Doiron seconded the motion. Ms. Hughson noted the ten <br />percent reduction across the board is not what she had in mind
