She does not think <br />a ten percent reduction is enough relief to assist the flood <br />victims, and the reduction is not needed by others. Mr. Moseley <br />moved to table the Ordinance until later in the agenda for the <br />City Attorney to provide amended language for the Council's <br />consideration and Ms. Hughson seconded the motion, which passed <br />unanimously. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING RESOLUTION 1998-125R WHICH APPROVED THE <br />ALLOCATION OF 1998 COMMUNITY DEVELOPMENT BLOCK GRANT <br />FUNDING AND RESOLUTION 1997-104R WHICH APPROVED THE FUNDING <br />TO REALLOCATE FUNDS FROM PHASE III OF THE DOWNTOWN SIDEWALK <br />PROJECT TO THE FLOOD MITIGATION PROJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Moore closed the public hearing. <br />Ms. Hughson moved for adoption of the Resolution and Mr. <br />Mihalkanin seconded the motion. The funds are for homes damaged <br />by the flood that received fifty percent or more damage, which <br />total approximately seventy homes. The Council voted <br />unanimously for adoption of the Resolution. <br />Mr. Mihalkanin moved to remove from the table the Ordinance on <br />emergency considered earlier in this meeting temporarily <br />decreasing water rates established under Section 86.231 of the <br />City Code, and Ms. Hughson seconded the motion, which passed <br />unanimously (Mr. Doiron not present to vote on this motion). <br />Ms. Hughson moved for adoption of the Ordinance on emergency and <br />to amend the Ordinance in Section 1. to read, "The water rates <br />established . . . are amended for all addresses confirmed by the <br />City as being damaged by the recent flooding, to charge for the <br />lesser of 1) the water usage for the addresses during the <br />previous month's billing period, and 2) the current month's <br />water usage for the addresses, for all billings scheduled for <br />mailing on November 9, 1998, November 16, 1998, November 24, <br />1998 and December 1, 1998. . . .", and Mr. Hernandez seconded <br />the motion, which passed unanimously. <br />Mayor Moore introduced for consideration an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DECLARING THE RESULTS AND CANVASSING THE RETURNS OF <br />A BOND ELECTION HELD WITHIN SAID CITY ON NOVEMBER 3, 1998; <br />CONTAINING OTHER PROVISIONS INCIDENT AND RELATED TO THE <br />PURPOSES; AND DECLARING AN EMERGENCY. <br />Ms. Hughson moved for adoption of the Ordinance on emergency and <br />to amend Section 3. to complete the results as follows: <br />Proposition 1 - Votes For 2664, Against 939, Proposition 2 - <br />Votes For 2596, Against 940, Proposition 3 - Votes For 2291, <br />Against 1221, Proposition 4 - Votes For 2673, Against 786, and <br />to attach the precinct tabulation results and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99
